Ca Mau voters proposed that the Ministry of Finance guide the transition of the regime of living allowance support for members of the Vietnam Fatherland Front Committee (VFF) at the commune level.
The proposed level is equivalent to the support level of 120,000 VND/month previously applied to members of the District Fatherland Front Committee according to Decision No. 33/2014/QD-TTg dated May 28, 2014 of the Prime Minister.
Regarding this issue, the Ministry of Finance has specific opinions as follows:
Decision No. 33/2014/QD-TTg dated May 28, 2014 of the Prime Minister stipulates the regime of living allowance support for members of the Central Committee of the Vietnam Fatherland Front, members of the Vietnam Fatherland Front Committee at the provincial and district levels. This Decision does not stipulate for members of the Vietnam Fatherland Front Committee at the commune level.
Previously, the Central Committee of the Vietnam Fatherland Front had a proposal sent to the Prime Minister on amending, supplementing or replacing Decision No. 33/2014/QD-TTg to stipulate the regime of living allowance support for members of the Vietnam Fatherland Front Committee at the commune level to ensure compliance with the current 2-level local government model.
The Ministry of Finance said that currently, the 2-level local government model includes the provincial and commune levels, no longer the district level.
The issuance of documents amending, supplementing or replacing Decision No. 33/2014/QD-TTg or guiding the transition of the regime of living allowance support for members of the Vietnam Fatherland Front Committee at the commune level equivalent to 120,000 VND/month as opposed by voters in Ca Mau province needs to have proposals and professional guidance from the Central Committee of the Vietnam Fatherland Front.
The Ministry of Finance acknowledges the opinions of voters to coordinate with the Central Committee of the Vietnam Fatherland Front, central agencies and localities to report to the Prime Minister to amend, supplement or replace Decision No. 33/2014/QD-TTg according to regulations.
The Ministry of Finance will continue to closely coordinate with these agencies to promptly propose and report to the Prime Minister.
The Ministry of Finance also announced the local authority to resolve. According to the provisions of point 1, clause 9, Article 31 of the State Budget Law No. 89/2025/QH15, the Provincial People's Council has the task and authority to: "Decide on budget expenditure regimes to implement socio-economic development tasks, social security, and ensure social order and safety in the area, in accordance with the actual situation and the balancing capacity of the local budget".
To meet the activities of the Fatherland Front agencies at the local level, the Ministry of Finance requests the People's Committee of Ca Mau province to base on regulations to propose and advise the People's Council of Ca Mau province to consider and seek opinions from the Central Committee of the Vietnam Fatherland Front to decide to issue a Resolution stipulating the regime of living expenses support for members of the Vietnam Fatherland Front Committee at the local level (provincial level, commune level) of Ca Mau province in accordance with regulations and in accordance with the balancing capacity of the local budget.
