On April 29, information from Thanh Hoa Provincial Inspectorate said that, in accordance with the document of the Provincial Steering Committee for Anti-Corruption and Negative Affairs on assigning the Provincial Inspectorate to conduct inspections and reviews of projects and works at risk of causing loss and waste, including the Ham Rong Conference Center project.
On that basis, the Thanh Hoa Provincial Inspectorate requested the Nghi Son Economic Zone and Industrial Zones Construction Investment Project Management Board, together with the People's Committee of Thanh Hoa City, according to their assigned functions and tasks, to provide information and documents related to the investment process of the Ham Rong Conference Center project (Ham Rong ward, Thanh Hoa City).
For the Nghi Son Economic Zone and Industrial Zones Investment Project Management Board (the investor's management unit), it is recommended to provide a general report and provide records and documents related to the entire project implementation process (from the project preparation stage to the project completion), along with related inspection and audit conclusions (if any).
Thanh Hoa City People's Committee reported an overview of the management and use of the project and provided relevant records and documents. The above units will synthesize reports and send documents to the Provincial Inspectorate before May 5, 2025.
According to the actual records of Lao Dong Newspaper reporters, up to now, the Ham Rong Conference Center is still abandoned, with serious infrastructure degradation.
It is known that Ham Rong Conference Center (Ham Rong Ward, Thanh Hoa City) started construction in December 2012 and was put into use in November 2014. The project, after many adjustments, has a total investment of more than 160 billion VND, using foreign preferential loans and about 10% domestic counterpart capital.
In 2015, the Ham Rong Conference Center was used as a temporary workplace of the Thanh Hoa City Party Committee and People's Committee. In 2019, after the new working headquarters of the Thanh Hoa City Party Committee and People's Committee was completed, this unit moved, causing the Ham Rong Conference Center to stop operating.
In 2020, Thanh Hoa City used this location as a centralized quarantine area for COVID-19 prevention. After a short time of use, this place continues to be abandoned.
By May 2022, in order to avoid wasting land and assets, the Thanh Hoa Provincial Party Committee had planned to arrange 5 units of the province to work at the Ham Rong Conference Center, expected to be implemented before the third quarter of 2022.
However, up to now (April 29, 2025), no agency or unit has taken over and worked here. The project continues to be abandoned, many items are seriously degraded.
