The People's Committee of Bao Loc City (Lam Dong) has assigned the Department of Internal Affairs to preside over and coordinate with relevant agencies and units to review and advise on handling the responsibilities of violating officials and civil servants, as determined by the Provincial Police Investigation Agency.
Previously, in the process of verifying information about crimes transferred by the Lam Dong Provincial Inspectorate on October 13, 2021, related to land donation and plot division in Bao Loc city, the Investigation Police Agency identified many civil servants as violators.
From 2019 to 2020, in Dam Bri commune, there were 25 cases of land donation for road construction, confirmed by Dam Bri commune People's Committee.
The People's Committee of Dam Bri commune has issued a document asking for instructions on cases of households and individuals donating land for road construction and documents requesting handling of 3 cases of road construction on agricultural land; construction of branch roads connecting to main roads, sent to the People's Committee of Bao Loc city but received no response.
The above households all built the road first, then submitted land donation applications and working minutes on measuring the current land use status to the People's Committee of Dam Bri commune for confirmation.
While households were leveling and arbitrarily opening roads on agricultural land to connect to the local traffic system, leaders and cadastral officers of the People's Committee of Dam Bri commune knew about it but did not take measures to prevent or file cases related to the report of the Provincial Inspectorate. This led to the failure to carry out administrative penalty procedures against households.
In Loc Phat ward, from 2019 to 2020, 15 individuals and households leveled and built roads at 17 locations in violation of regulations, without approval from competent authorities.
Of these, there are 4 cases at 6 locations as reported by Lam Dong Provincial Inspectorate, in particular, there is a land area where 5 illegal houses were built.
However, Loc Phat Ward People's Committee did not handle any related cases and only reported 3 cases in writing to Bao Loc City People's Committee, but there was no response.
Despite knowing that people were illegally building roads and houses on agricultural land, the leaders and cadastral officers of the People's Committee of Loc Phat Ward lacked decisive direction; there were no timely measures to prevent and handle the situation, leading to households donating land and building roads indiscriminately, affecting the planning of the area and causing bad public opinion.
Regarding the 5 cases related to the report of the Provincial Inspectorate, when discovering the act of arbitrarily opening roads on agricultural land, the leaders and cadastral officers of the People's Committee of Loc Phat Ward did not prevent or impose penalties, which led to no administrative sanctions against these households.
Therefore, the Investigation Police Agency of Lam Dong Provincial Police proposed that the People's Committee of Bao Loc City consider and handle disciplinary actions in terms of the Party and government for cadres and civil servants including: Ms. Vu Thi Thin - cadastral officer of Dam Bri commune; Mr. Phung Khac Chuong - cadastral officer of Dam Bri commune; Mr. Dau Ngoc Giang - cadastral officer of Loc Phat ward; Mr. Nguyen Manh Hung - Vice Chairman of Dam Bri commune People's Committee; Mr. Nguyen Van Han - Chairman of Dam Bri commune People's Committee; Mr. Nguyen Ngoc Thang - Chairman of Loc Phat ward People's Committee.
