On April 29, Quang Ninh Provincial People's Committee just held a meeting to listen and give opinions on the investment idea to build Cua Luc 2 bridge proposed by Pacific Construction Group (China).
In order to complete the general planning of the province, taking Cua Luc Bay as the center of connection in a multi-polar direction, harmonizing with the world natural heritage of Ha Long Bay and the northern mountainous region, Quang Ninh province has prioritized resources to invest in a system of bridges and roads connecting the North of Cua Luc Bay.
In 2024, Tinh Yeu and Binh Minh bridges were put into use, contributing to expanding urban space, creating convenient travel; increasing investment attraction and promoting socio-economic development.
To continue to improve traffic infrastructure, the province is studying to invest in Cua Luc 2 bridge, connecting Bai Chay ward with Hoanh Bo ward.
Pacific Construction Group proposes to participate as an investor.
At the meeting, the investor presented 3 design options including: large span suspension bridge, single-tower suspension bridge and continuous steel truss arch bridge.
According to the proposal, the project has a total length of about 9.6km, of which the main bridge section is nearly 1.3km long, and the rest is the approach bridge and approach road; the starting point connects National Highway 18, and the ending point connects Ha Long - Van Don expressway.
Some proposed items include a 360-degree rotating restaurant, sky bar, sightseeing glass floor, elevator to the top of the bridge tower...
Along with that is a supporting infrastructure system such as parking lots, synchronous connection plans with technical infrastructure, ensuring traffic safety when operating.
The design ideas all exploit indigenous cultural elements and the landscape of Cua Luc Bay, towards modern and symbolic works.

Speaking at the meeting, Chairman of the Provincial People's Committee Bui Van Khang emphasized that Cua Luc 2 bridge must be positioned as a symbolic structure, creating architectural highlights in the central bay area. The structure needs to have a unique design, bearing the unique identity of Quang Ninh, and at the same time be a highlight for tourism development.
Provincial leaders also requested that the plans must ensure advanced, feasible, sustainable technical factors, adapt to natural conditions; promote multi-purpose efficiency between transportation, culture and tourism, and carefully calculate financial plans and appropriate investment forms.
Based on the presented ideas, the consulting unit will absorb the opinions of departments and branches to complete the plan, report to the Provincial People's Committee for consideration and selection of the optimal plan, meeting long-term development requirements.
