Proposal to allocate 38 billion VND to repair Ray Ho dam in Quang Tri

Quang Tri - Faced with the serious degradation and landslide of Ray Ho dam, Dong Son Ward People's Committee proposed to allocate 38 billion VND to repair the project.

On September 13, Dong Son Ward People's Committee said that it had submitted a report to Quang Tri Provincial People's Committee and the Department of Finance, requesting to allocate 38 billion VND from the provincial budget to urgently overcome and repair damaged items at Ray Ho dam.

According to the People's Committee of Dong Son ward, prolonged rains and floods in 2025 have seriously damaged many construction items, including the entire spillway yard and the downstream fence of the lake.

In the left bank area of the river, landslides occurred over a length of about 100m. Many spillway yards are damaged and degraded, affecting operation capacity and posing a potential risk of unsafety of the project.

Currently, the overflow dam structure and related items no longer ensure the ability to guide the flow, drain water and prevent erosion. Local authorities are concerned that when the rainy and flood season comes, large water flows may continue to cause landslides, damage the overflow dam body, barriers, affecting the safety of the project and residential areas downstream of Ray Ho dam, as well as the area along Ho Chi Minh road.

Regarding this issue, Lao Dong Newspaper has published an article "Rẫy Họ dam in Quang Tri is damaged and seriously landslide before the rainy and flood season", reflecting the reality of degraded works, many items are damaged and landslide, posing potential safety risks as the rainy and flood season is approaching.

After the reflection, Dong Son Ward People's Committee said that it has proposed to Quang Tri Provincial People's Committee to consider allocating funds to repair damages, ensure the safety of works and downstream residential areas.

According to the proposed plan, the 38 billion VND will be used to upgrade and repair the Ray Ho spillway dam, the embankment adjacent to the Ho Chi Minh road and reinforce the eroded riverbank sections around the lake.

The locality proposed to build a new spillway, spillway valve gate and energy dissipation yard to improve flood drainage capacity and ensure safety during the operation of the project.

At the same time, new embankments and the eastern yard of the lake are being built to limit flooding, water overflowing the road and erosion of the Ho Chi Minh road. The embankment line downstream of Ray Ho dam is also proposed to be built and reinforced to increase flood drainage capacity, prevent landslides and protect residential areas.

The repair and upgrade of Ray Ho dam is not only aimed at ensuring the safety of the project during the rainy and flood season but also maintaining the ability to store water to serve agricultural production, providing irrigation water for nearly 70ha of rice in the area.

Dong Son Ward People's Committee said that the local budget is still difficult and does not have enough funds to self-repair the damage of the project.

Therefore, the locality requests the People's Committee of Quang Tri province, the Department of Finance and the Department of Agriculture and Environment to soon consider and allocate capital to deploy repairs and upgrades to spillways and related items, ensuring safety in water storage and flood drainage, and at the same time preventing the risk of damage to people in the upcoming rainy and flood season.
