On January 18, the Department of Finance of Dak Lak province sent a document to the Provincial People's Committee and the Department of Information and Communications in response to press information related to the payment of bonuses according to Decree 73/2024/ND-CP (referred to as Decree No. 73).
According to the Department of Finance, on June 30, 2024, the Government issued Decree No. 73 stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
On December 12, 2024, the Department of Home Affairs issued an official dispatch requesting the Department of Finance to give its opinion on whether agencies, units, and localities can allocate funds to implement the bonus regime for 2024 or not?
In response to this dispatch, the Department of Finance commented: "Currently, units do not have specific regulations to implement the bonus regime applicable to subjects on the salary list... Therefore, there is not enough basis for the unit to advise the Provincial People's Committee to consider allocating funds to implement the bonus regime for the first 6 months of 2024".
By December 20, 2024, the Chairman of the Provincial People's Committee issued a decision authorizing the issuance of bonus regulations for heads of departments, branches, and sectors, and Chairmen of People's Committees of districts, towns, and cities.
But the issuance of bonus regulations by heads of departments, branches, and Chairmen of People's Committees of districts, towns, and cities is slow.
According to the Dak Lak Provincial Department of Finance, by January 17, departments, branches and sectors had completed the development and promulgation of bonus regulations and sent them to the units.
The Department of Finance has calculated and submitted to the Provincial People's Committee for consideration and decision to supplement the budget for units with a total cost of nearly 61 billion VND.
For districts including Ea Sup, Buon Don, and Krong Bong, there is no longer enough funding for salary reform, so the provincial budget supports more than 14 billion VND.
The remaining districts, towns and cities use the remaining salary reform funds to pay bonuses to people receiving salaries from the State budget.
As reported by Lao Dong Newspaper, on June 30, 2024, the Government issued Decree 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces.
By early January 2025, the deadline for paying bonuses in 2024 according to Decree 73 is about to expire, but some districts in the province have not yet finalized a plan for teachers.
The leader of the Dak Lak Provincial Department of Finance admitted that Decree 73 will take effect from July 2024, but the implementation by relevant sectors and levels is slow. This process has shortcomings from many units. Without a bonus regulation, the department cannot disburse funds.
