Hanoi City People's Committee is seeking opinions on the draft Resolution Regulating policies, measures, criteria, and conditions for implementing urban renovation, embellishment, and reconstruction projects in the city.

Apartment buildings in the city are subject to demolition when they meet one of the following requirements: Apartment buildings are subject to demolition according to the provisions of housing law; apartment buildings do not meet standards and standards according to the provisions of current fire prevention and fighting laws without thorough remedial solutions.
Apartment owners can choose one of the following forms: On-site resettlement; receiving resettlement housing in another location; receiving compensation money; combining receiving house and money.
Resettlement apartments are arranged with higher or equivalent area, quality, and technical standards than old apartments.
In case the resettlement area is larger than the compensated area, the difference is paid by the resettler to the investor according to the apartment business price at the project, unless the investor has another agreement with the resettler.
The city prioritizes arranging on-site resettlement housing funds for: People with meritorious services; people with disabilities or relatives living with people with disabilities; poor and near-poor households; policy households; households with many generations living together and with a per capita area lower than current regulations.
During the project implementation period, apartment owners and land users are arranged temporary housing or housing rent support by the investor.
The city supports house rent during the project implementation period according to the investment policy decision but not exceeding 3 years. After the deadline, the investor is responsible for paying all arising house rental costs.
The investor is responsible for paying management and operation costs for the temporary housing and resettlement fund during the time people use it.
In order to support relocation, stabilize life and production and business, the draft clearly states that homeowners and legal business area users are supported to stabilize life and production and business. Affected workers are supported with vocational training, career change and job introduction. Households and individuals are entitled to preferential loans to stabilize their lives and develop production and business. The specific level of support is regulated by the City People's Committee.
