Proposal to build Ring Road 4.5, 192 km long through Ho Chi Minh City, Dong Nai, Tay Ninh

Ho Chi Minh City proposes to build Ring Road 4.5, about 192 km long, with 8 lanes, connecting Ho Chi Minh City with Dong Nai and Tay Ninh.

The Ho Chi Minh City Department of Construction has just sent a document to the Departments of Construction of Dong Nai and Tay Ninh provinces to get opinions on the planning plan for Ring Road 4.5 of Ho Chi Minh City.

According to the proposal, Ring Road 4.5 is oriented as a high-speed main urban road, with few intersections, and a design speed of about 80-100 km/h. The route has a scale of 8 lanes, with a width of 62-80 m.

The route is researched based on National Highway 56 and National Highway 56B routes that have been approved for planning by the Prime Minister. The starting point is expected at the intersection between Ring Road 5 HCMC and Bien Hoa - Vung Tau expressway, then the route follows National Highway 56, National Highway 56B and connects to Ring Road 5 in the Go Dau area.

The total length of the route is about 192 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh.

According to the Ho Chi Minh City Department of Construction, the study of Ring Road 4, 5 is part of the process of developing the overall plan of Ho Chi Minh City for the period 2025 - 2050, 100-year vision.

Implementing Decision No. 615/QD-TTg dated April 4, 2026 of the Prime Minister on adjusting the Southeast Region Plan for the period 2021-2030, vision to 2050, Ho Chi Minh City is coordinating with localities and relevant units to review and propose additional plans to connect the foreign transport infrastructure system.

The goal is to strengthen regional linkages, while meeting the requirements of urban, industrial, service and logistics space development in the region. In which, the study of supplementing ring roads is considered one of the options to complete the transportation network connecting Ho Chi Minh City with neighboring localities.

Currently, Ho Chi Minh City is deploying Ring Road 2, Ring Road 3 and Ring Road 4.

Ho Chi Minh City Ring Road 2 is about 64 km long, and has now completed about 50 km. The remaining part, about 14 km long, is divided into 4 projects, expected to be closed before 2030.

Ring Road 3 HCMC is more than 90 km long, passing through HCMC, Dong Nai and Tay Ninh after the merger. In which, the section of more than 76 km has a total investment of nearly 75. 400 billion VND, with a scale of 4 expressway lanes, under construction. The entire Ring Road 3 is expected to be completed in 2026.

Ring Road 4 HCMC has a total length of about 207 km, passing through HCMC, Dong Nai and Tay Ninh after the merger. The line is being implemented, expected to be completed in 2028.

If added to the plan, Ring Road 4 and 5 will create an additional layer of connection outside the Ring Road 4 system, contributing to the formation of an inter-regional transport network in the direction of linking Ho Chi Minh City with Dong Nai, Tay Ninh and neighboring areas.

The study of the route is also expected to open up more space for urban, industrial, logistics and service development, while increasing connectivity between expressways, national highways and ring roads being invested in the area.
