Inspecting 2 coal gathering areas
On the afternoon of September 7, in an exchange with a reporter from Lao Dong Newspaper, a representative of the leadership of Nghi Son Ward People's Committee, Thanh Hoa province, said that the locality has coordinated with the inter-sectoral delegation of the province to inspect and verify reflections on the situation of black water flowing into the sea area and concerns related to dust and noise at coal gathering yards in the Nam Nghi Son specialized port area.
According to a representative of Nghi Son Ward People's Committee, the locality had previously received complaints from residents about dust and noise arising from the coal gathering area at the port. After receiving the information, the local government reminded and requested relevant units to rectify.
Representatives of the leaders of the Thanh Hoa Provincial Department of Agriculture and Environment said that after the press reflected on the phenomenon of black water flowing into the sea area along with the risk of dust and noise pollution at Nam Nghi Son specialized port, in the afternoon of September 7, the unit coordinated with the Provincial People's Committee Office, Nghi Son Economic Zone Management Board and Thanh Hoa Provincial Industrial Parks and related units to the scene for inspection.
The inter-sectoral delegation inspected two coal gathering and transshipment locations in the Dai Duong port and Quang Trung port areas to grasp the situation and verify the reflected contents.
Currently, functional agencies are continuing to inspect and verify the cause of the appearance of black water in the sea area, and at the same time review the compliance with environmental protection regulations of businesses operating here.
Request to overcome environmental shortcomings
On the same day, September 7, the Management Board of Nghi Son Economic Zone and Thanh Hoa Provincial Industrial Parks sent a document to Dai Duong Mineral Joint Stock Company and Quang Trung Co., Ltd., requesting serious implementation of environmental protection in production and business activities.
Accordingly, the two enterprises must urgently review the shortcomings and limitations in environmental protection that have been inspected and pointed out by functional agencies; fully implement remedial measures, not allowing prolonged or recurring shortcomings.
The Management Board also requested businesses to review dossiers, environmental permits and operating environmental protection works, ensuring the collection, storage, excavation, and transshipment of coal in accordance with the scale, location, capacity and requirements approved by competent authorities.
For rainwater overflowing the coal yard, businesses must inspect the collection system, reservoirs, and embankments; have solutions to separate clean rainwater from water flowing through the coal storage area, not to let uncollected water escape directly into the environment, and control it.
Regarding dust control, businesses are required to strengthen the covering of coal yards, spray water, and suppress dust in the excavation area and internal roads; regularly collect coal and spilled coal dust. Transport vehicles must be covered, not letting coal spill and dust spread to the surrounding area.
Regarding noise and vibration, businesses must review the sources arising from machinery, equipment and transport vehicles; arrange appropriate operating hours, limit activities that cause loud noise at night and people's rest time.
In case noise and vibration parameters are detected exceeding standards, businesses must identify the cause and urgently have remedial solutions.
Nghi Son Economic Zone Management Board requested the two enterprises to report the implementation results and send them to the unit before September 12.
Previously, in June 2026, the Thanh Hoa Provincial Department of Agriculture and Environment coordinated with relevant units to inspect the operations of businesses in these port areas.
Through inspection, functional agencies fined Dai Duong Mineral Investment Joint Stock Company 70 million VND and Quang Trung Co., Ltd. 50 million VND for improperly or incompletely implementing one of the contents of the environmental permit as prescribed.
