The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City People's Committee to report and propose a socialized plan to install electric motorbike battery exchangers on the sidewalk.
According to the Department of Construction, the unit has received the proposal of Great Wealth Trading and Service Company Limited and V-Green Global Charging Station Development Joint Stock Company on participating in investing in installing charging stations and electric motorbike battery exchange cabinets in the city.
Great Wealth Company is committed to deploying 10,000 battery cabinets placed next to lighting poles on routes with suitable sidewalks, expected to be completed in the first quarter of 2026, creating green transformation for electric motorbikes of manufacturers such as Honda, Yadea, Yamaha, VinFast... in Ho Chi Minh City.
V-Green Company also committed to deploying 10,000 battery swaps on routes with suitable sidewalks, expected to be completed in the first quarter of 2026, creating green transformation conditions for more than 400,000 technology drivers and delivery vehicles in Ho Chi Minh City.
According to the proposed plan, the battery swaps have 6 - 12 trays, with a capacity of 6 kW to 12 kW. Both enterprises committed to investing, operating and maintaining themselves with their own capital; at the same time, they accepted self-dismantling, dismantling and did not request compensation or complaints when the competent authority requested to stop operations.
The Department of Construction said that Ho Chi Minh City currently has about 100,000 electric motorbikes, while the new service infrastructure only includes about 300 fast charging stations and 50 battery exchange points. Compared to the general recommendation of the world (average 50 electric motorbikes for each charger or battery pack), the current system is still lacking and does not meet actual needs.
Most people are charging electric motorbikes at home or in apartment buildings, which poses a potential risk of electrical safety and fire prevention and fighting.
In the Project on Control Emissions of Vehicles being finalized, the Department of Construction has built a roadmap until 2029, according to which 100% of motorbikes and mopeds participating in technology transportation of passengers and goods in Ho Chi Minh City will use electricity or green energy, equivalent to about 400,000 vehicles.
It is forecasted that by 2030, Ho Chi Minh City can reach about 1.2 million electric motorbikes and needs to develop over 25,000 charging stations and public battery exchangers to meet the demand.

Therefore, the Department of Construction proposed that the Ho Chi Minh City People's Committee approve the policy of allowing temporary use of sidewalks to deploy the installation of electric motorbike battery conversion cabinets at existing public lighting poles, on sidewalks and qualified median strips.
At the same time, the Department of Construction was assigned to preside over and coordinate with the City Police and related units to develop an installation plan, agree on location, grant a construction permit, collect sidewalk usage fees according to regulations; ensure traffic safety and order, electrical safety, fire prevention and fighting and urban aesthetics.
The specific number and installation location will be considered based on the traffic status, traffic density and sidewalk width in each area.
Enterprises participating in the implementation must commit not to advertise on the battery cabinet, pay full electricity and sidewalk usage fees; relocate and return the premises themselves upon request and closely coordinate with authorities to ensure security, order, traffic safety and convenience for people.
