Article 5 of the draft stipulates penalties for violations of regulations on use and exploitation within the land area for road infrastructure.
In particular, the authorities fined between VND 15,000,000 and VND 20,000,000 for individuals, from VND 30,000,000 to VND 40,000,000 for the organization that commits one of the following violations:
occupied land of roads or land of road safety corridors to build houses.
Illegal connection to main roads and branch roads.
Article 5 of the draft also stipulates the fines for corresponding violations.
Fine from VND 300,000 to VND 400,000 for individuals, from VND 600,000 to VND 800,000 for organizations that commit one of the following violations:
Using and temporarily exploiting land in road safety corridors for agricultural purposes that affects road safety and traffic safety.
Planting trees within the land area for road infrastructure obscures the view of vehicle operators.
Shopping, buying and selling goods within the land area of the road in the road section outside the urban area.
Letting water onto the road in the wrong place.
Fine from VND 500,000 to VND 1,000,000 for individuals, from VND 1,000,000 to VND 2,000,000 for organizations that commit one of the following violations:
Constructing welcome gates or other barriers in violation of regulations within the land area for road infrastructure that affects road traffic safety.
Illegally placing banners and banners within the road's land area affects road traffic safety.
Place and hang signs and advertising signs on road land in suburban roads.
Illegally using road soil on suburban roads as a place to repair vehicles, machinery, and equipment; washing vehicles, pumping water into hoods, affecting road traffic safety.
A fine of between VND 1,000,000 and VND 2,000,000 for individuals, from VND 2,000,000 to VND 4,000,000 for organizations that commit violations of dumping garbage into the road not at the prescribed places.
A fine of between VND 2,000,000 and VND 3,000,000 for individuals, from VND 4,000,000 to VND 6,000,000 for organizations that commit violations of cinema, tents, gates, fences of all kinds and other works within the land for road infrastructure.
A fine of between VND 4,000,000 and VND 6,000,000 for individuals, from VND 8,000,000 to VND 12,000,000 for organizations that commit one of the following violations:
Illegal dumping and leaving of materials and waste within the land area for road infrastructure.
Arbitrarily digging, filling, leveling, or filling the ground within the land area reserved for road infrastructure.
Arbitrarily attaching to the road signboard content that is not related to the meaning and purpose of the road.
Illegally using road land or road safety corridors as a place to gather or transit goods, supplies, construction materials, machinery, equipment, and other items.
Illegally set up theaters, tents, and other constructions in urban areas in road tunnels, overpasses, pedestrian tunnels, and under overpass bridges.
Discharging construction wastewater from construction works onto the streets.
A fine of between VND 10,000,000 and VND 15,000,000 shall be imposed for individuals, from VND 20,000,000 to VND 30,000,000 for organizations that commit violations of billboards on land safety corridors or road lands without written approval and construction permits.
