The Ministry of Home Affairs has just issued Official Letter 7415/BNV-CCVC in 2025 on the plan to ensure commune-level human resources, including orientation for the list of commune-level job positions after the arrangement of administrative units.
Determining the number of missing civil servants
Accordingly, the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet professional and technical requirements according to the requirements of functions and tasks and temporarily orient the list of job positions at the commune level.
In the immediate future, ensure the minimum number of civil servants at administrative organizations at the commune level according to the instructions in Official Dispatch 09/CV-BCD in 2025.
From there, determine the number of civil servants lacking to urgently supplement human resources (especially in the fields of information technology and digital transformation, accounting, land administration, construction... at the commune level) and positions directly serving people and businesses in the following forms:
Transferring civil servants between communes and wards to suit practical tasks, ensuring the right people, the right jobs, the right expertise and profession according to Conclusion 183-KL/TW in 2025.
Signing labor contracts for people with expertise and profession to immediately meet the requirements of the task (priority given to the fields of information technology and digital transformation, accounting, land administration, construction, etc.) as prescribed in Clause 3, Article 4 of Decree 173/2025/ND-CP.
Conduct the recruitment, selection or acceptance exam for civil servants according to the provisions of Decree 170/2025/ND-CP from the positions assigned by competent authorities that have not been used (ensuring that the total positions assigned by the Central Organizing Committee to localities are not changed), especially prioritizing the recruitment of experienced people, immediately meeting the requirements of tasks at the commune level.
Strengthen professional and technical training for civil servants related to professional fields such as information technology and digital transformation, finance, investment, land administration, construction, justice, etc. to ensure proper implementation of functions and tasks of fields that require expertise and profession to meet the requirements of local government at the commune level.
Temporarily arranging 32 positions/commune
Official dispatch 09/CV-BCD in 2025 clearly states the criteria for determining the staffing of commune-level cadres and civil servants.
Each commune-level administrative unit is temporarily assigned an average of 32 positions/commune.
For commune-level administrative units with a population of over 16,000 people: communes, mountainous wards, and highlands, for every increase of 1,000 people, 1 additional civil servant position will be arranged; for other communes, wards, and special zones, for every increase of 2,000 people, 1 additional civil servant position will be arranged and no more than 50 positions/commune and 70 positions/ward, special zone.
The commune level is one administrative unit that remains the same (not implementing the arrangement), so it is recommended not to establish a professional department under the commune-level People's Committee.
For Phu Quoc Special Zone (with a large area and a large population), it is allowed to organize no more than 5 specialized departments and in the immediate future, keeping the current number of staff; at the same time, after the competent authority determines the staff after 5 years, it will streamline the staff and restructure the team to ensure the correct number of staff.
In case the commune administrative unit has a large population of over 60,000 people, it will be considered for the organization of an additional professional department.
For commune-level administrative units that do not organize specialized departments, they will be increased by 1 Vice Chairman of the Commune People's Committee and assigned the title of cadres and civil servants according to job positions not exceeding 25 positions/commune (including commune-level cadres and commune-level civil servants according to the Government's regulations); at the same time, the payroll will be adjusted (compared to the standard payroll of 32 positions/commune) for other commune-level administrative units with large population size, large natural areas, and key economic development of the locality.
