According to the National Center for Hydro-Meteorological Forecasting, on the night of November 17, 2025, the Northern Delta and North Central regions will turn cold, the mountainous and midland areas of the North will be very cold, the high mountainous areas will have severe cold; the lowest temperature is generally from 12-15 degrees, the mountainous areas will be from 9-12 degrees, the high mountainous areas will have places below 7 degrees; the North East Sea (including the special area of Hoang Sa) will have strong northeast winds of level 7-8, gusting to level 9-8 in the Gulf of Tonkin, the sea area from southern Quang Tri to Quang Ngai will have strong northeast winds of level 6-7, gusting to level 8-8; on November 18, the sea area north of the Central East Sea will have strong northeast winds of level 6-7, gusting to level 8-9, the sea area from Gia Lai to Ca Mau will have strong northeast winds of level 5-6, gusting to level 7-8.

Closely monitor warnings and forecasts on the development of cold, severe cold, and severe cold air and promptly inform local authorities and people to proactively take appropriate preventive measures, and at the same time deploy cold response plans, especially strengthening instructions on ensuring the health of people and students at boarding schools, not using charcoal stations in closed rooms to avoid human losses.
Propagate and instruct livestock farmers to strengthen barns, keep warm areas, reserve food; prevent and control diseases for livestock and poultry; instruct measures to ensure safety for rice, vegetables and other crops.
For strong winds at sea (coastal provinces and cities from Quang Ninh to An Giang)
Closely monitor warnings, forecasts and developments of strong winds at sea; notify captains and owners of vehicles and boats operating at sea to proactively avoid and have appropriate production plans, ensure safety of people and property; maintain communication to promptly handle possible bad situations.
The agency seriously and regularly reports to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
