On November 17, the National Assembly discussed in groups the draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development.
Delegate Nguyen Thi Ha (Bac Ninh Delegation) commented on specific policies, outstanding in human resource treatment in the education sector. Currently, the draft stipulates that vocational allowances will be implemented according to the roadmap.
The delegate said that this is a policy of great significance in motivating the teaching staff. Teachers themselves are also looking forward to the implementation of these breakthrough policies.
However, the delegate said that the allowances implemented according to the roadmap are still unstable, depending on the ability to balance the budget in each period. This will make it difficult to ensure the position and professional stability of teachers in the long term.
Therefore, the delegate suggested that the National Assembly consider adding the phrase "specific coefficient" right in the resolution. This is not only a technical adjustment of terminology but this will be a fundamental legal mechanism, aiming to fully institutionalize the spirit of Resolution 71 of the Politburo.
The delegate said that although the National Assembly's draft resolution has institutional policies on vocational allowances according to the roadmap, it has not clearly shown specific and outstanding incentive policies.
On the other hand, the Law on Teachers passed at the 9th Session affirmed that teachers' salaries are ranked highest in the administrative career salary scale system. Therefore, to implement this principle, a stable legal tool is needed, which is binding and sustainable over time.
"In my opinion, the specific salary coefficient is an appropriate mechanism. Establishing the coefficient right in the resolution will help create trust and ensure professional psychology for teachers, especially teachers in disadvantaged areas, ensuring that ministries and branches have a sufficient basis when designing salary tables and treatment regimes.
Having a special salary coefficient so that teachers' salaries can be ranked highest in the administrative career salary scale is a treatment worthy of the role, position and responsibility of teachers," said the delegate of the Bac Ninh delegation.
According to the delegate, adding this regulation will also contribute to perfecting the resolution and ensuring feasibility and basis for a policy with long-term vitality in practice.

Delegate Tran Van Lam (Bac Ninh Delegation) commented on providing free textbooks to students. For localities that are able to provide free textbooks from 2026-2027, the rest must be free by 2030 at the latest.
The delegate said that this regulation is a bit reversal, because for disadvantaged localities, ethnic minority areas, mountainous areas, remote areas, poor households... they are the subjects that need immediate support. If we let it be until 2030, it will be very reversal and slow, there needs to be change.
According to the delegate, if free textbooks are not applied nationwide, from 2026-2027, the state budget will support disadvantaged students in remote and mountainous areas. The cost of doing this is not too large, while many localities set a target of spending 20% of the budget on education but could not disburse due to not determining enough spending tasks and not meeting disbursement conditions.
Therefore, it is necessary to study to have a regulatory mechanism from a rich locality to support disadvantaged localities and care for vulnerable groups.
