On May 16, local authorities and functional forces supported households living at buildings No. 181 and 207, Hoang Van Thu street, Nam Dinh ward to temporary accommodation to ensure safety.
Households are supported to relocate to temporarily live in building D, a concentrated student housing complex in Nam Dinh ward. Ninh Binh Housing Management Board has also arranged ready rooms and necessary utility services for households moving to temporarily live in building D.
Previously, Ninh Binh Provincial People's Committee had just issued a decision approving the relocation plan and support for households living at houses No. 181 and 207 Hoang Van Thu street, Nam Dinh ward.
According to the decision, the two houses above are public housing, built in the 1940s and 1954s, located on a land area of about 1,120m2, interspersed in a densely populated residential area, with narrow common walkways.
The survey results inspected the current status of the project, assessed the level of danger at level D, did not ensure load-bearing capacity and normal use conditions, and a general dangerous situation appeared.
The current state of these two projects is seriously degraded, such as peeling ceilings and walls, leaks; rusty steel structures; unsafe electrical systems; flammable materials; posing a high risk of collapse, fire and explosion, especially in rainy and storm conditions.
Ninh Binh province determines that the relocation of households living in the above two residential areas is urgent and needs to be implemented immediately to ensure the safety of lives and property for people before the 2026 rainy and storm season.
According to statistics, house number 181 currently has 26 households, house number 207 has 24 households. The majority of households in the two houses do not have real-owner house rental contracts, only have handwritten purchase and sale documents and transfer contracts.
The province's point of view is to relocate 100% of households living in the above two buildings and only support the relocation of households actually living here, according to survey and management data of Nam Dinh Ward People's Committee.
Ninh Binh province is expected to spend more than 2 billion VND to support the above households to relocate, including support for relocation costs (3 million VND/household), support for rent for 36 months. In the long term, after the project to build and renovate old apartment buildings in Nam Dinh ward is completed, the above households will be prioritized to rent houses at the new project. Households with monthly income will be supported with 50% of the rent; households without income, living on monthly allowances, will be supported with 100% of the rent.
The relocation is expected to be completed before May 20, 2026.
