Deputy Minister Nguyen Van Long requested that the provincial police leaders take responsibility and district police chiefs be disciplined if drug-related problems persist.

On December 14, the Ministry of Public Security held an online conference to implement Plan 483/KH-BCA-C04 dated October 7 of the Ministry of Public Security on the peak of the general review, detection, statistics, management of drug addicts, illegal drug users, people under management after drug rehabilitation, and the fight against and eradication of complicated drug hotspots and gathering places (Plan 483).

The conference was chaired by Lieutenant General Nguyen Van Long - Deputy Minister of Public Security - and was held in a direct and online format to the Public Security of 63 provinces and cities and connected to the commune-level police, with nearly 20,000 delegates attending.

Reporting on the results of phase 1 of the plan, Lieutenant General Nguyen Van Vien - Director of the Drug Crime Investigation Police Department (C04) - said that the total number of addicts, suspected addicts, drug users and people under post-rehabilitation management is currently 285,643, an increase of 21,607 people compared to before the plan was implemented. Of these, 909 people showed signs of psychosis, "stoned"...

Director of Department C04 said that the police of units and localities have coordinated well with relevant sectors in the management of post-rehabilitation drug users, people in rehabilitation, etc., and strengthened the work of determining addiction status.

At the conference, Deputy Minister of Public Security Nguyen Van Long pointed out that only by reducing demand can we cut supply. If there is still demand, there will be supply. If we only focus on solving the supply, we will never solve the root cause of drug prevention and control.

Deputy Minister Nguyen Van Long requested that immediately after this conference, leaders of units and localities must directly direct the review and comparison of the implementation results of Plan 483 in their units and localities, what has been done and what has not been done, and urgently find solutions to implement the plan more effectively.

At the same time, Deputy Minister Nguyen Van Long requested C04 to coordinate with the Office of the Ministry of Public Security to do a good job of inspecting, urging, and guiding localities to implement phase 2 of the plan, paying special attention to surprise inspections...

Deputy Minister Nguyen Van Long emphasized that localities must clearly assign responsibilities to people, tasks, time, and results to each force. In particular, the director must provide comprehensive direction, the deputy director and the chief investigator must directly direct; the Drug Crime Investigation Police Department must take the lead, set an example, and consistently advise and direct the district police chiefs to oversee their areas.

If the locality allows the problems that the Ministry of Public Security's leaders have directed, the provincial police leaders must take responsibility; the district police chiefs must be disciplined.

"In the spirit that each neighborhood must be clean, each neighborhood and each commune and ward must be checked to identify addicts, suspected addicts, users, suspected users, retailers, retail outlets, and retail locations to implement professional measures to thoroughly handle or disband them. Heads of units must be responsible for their management," Deputy Minister Long emphasized.
