The Government's electronic information portal reported that the Ministry of Health issued Official Letter No. 3676/BYT-BTXH to the Chairmen of the People's Committees of provinces and centrally run cities on the payment of monthly social allowances to social protection beneficiaries.
Accordingly, to ensure that the payment of monthly social allowances to social protection beneficiaries in July, August and September 2025 is carried out in accordance with regulations, continuously and without interruption, the Ministry of Health requests the Chairmen of the People's Committees of provinces and centrally run cities to urgently direct:
The People's Committee at the district level urgently completes the payment of social allowances for June 2025 to social protection beneficiaries before June 28, 2025.
Organize the handover of records, data and make a list of beneficiaries of social allowances from the district level to the commune level according to the provisions of the Law on archives and documents guiding the implementation, to be completed before June 30.
At the same time, direct the People's Committees at the commune level to organize monthly social allowance payments to social protection beneficiaries from July 1, 2025. Allocate sufficient human resources, funding, and technical infrastructure to serve the implementation of this task.
Thereby, promptly handling cases of arising problems, without interruption or delay in paying social allowances. Ensure that the payment of social assistance policies is fully, promptly, and to the right beneficiaries.
Thus, from July 1, 2025, when the district level is abolished, the commune-level People's Committee will organize monthly social allowance payments to social protection beneficiaries.
According to Clause 1, Article 5 of Decree No. 147/2025/ND-CP, the authority to decide on receiving, adjusting the level of receiving, ceasing to receive monthly social allowances, and supporting monthly care and support for social protection beneficiaries is as follows:
The authority decides to receive and adjust the monthly social allowance and support for monthly care and support for social protection beneficiaries (stipulated in Decree 20/2021/ND-CP) implemented by the Chairman of the People's Committee at the commune level.
Also according to the above regulations, from July 1, 2025, the Chairman of the Commune People's Committee will have the right to adjust the monthly social allowance level.
