Dien Bien Provincial People's Committee has just issued Decision No. 1803/QD-UBND, approving the list of 30 civil servants and public employees of agencies and units of the province to be mobilized and strengthened to support the People's Committees of communes in performing tasks.
The time for mobilization and reinforcement is 3 years (36 months).
The selected team has expertise and experience in many fields, such as information technology, information - communication, digital transformation, finance - budget, construction, transportation, land, agriculture and environment.
Some officials currently holding department-level management positions are transferred to communes to plan for leadership and management positions.
In the list, there are 13 civil servants and public employees arranged to support the fields of information technology, information - communication and digital transformation in communes. Along with that are officials with expertise in land, construction, transportation, finance - budget and agriculture, environment assigned to suitable areas.
According to the decision, the People's Committees of receiving communes are responsible for arranging and assigning tasks to transferred and strengthened officials in the right positions, professional fields and strengthened goals.
At the same time, create conditions for officials to guide, support and transfer expertise and professional skills to the local team.
This is the next step in the process of Dien Bien strengthening human resources for the grassroots level.
Previously, the province dispatched and strengthened 124 civil servants and public employees from provincial-level agencies and units to communes and wards; transferred 48 public employees to the Project Management Board and Land Fund Development of 8 communes and wards; and at the same time rotated and introduced 5 provincial-level civil servants to elect additional Vice Chairmen of Commune-level People's Committees.
Bringing professional and experienced officials to the grassroots level aims to contribute to improving the capacity to perform tasks of commune-level governments, especially in in-depth professional fields, and at the same time support and transfer experience to local officials.
In 2025, Dien Bien province also increased 97 people to communes and wards to solve the situation of lacking professional civil servants by sector and field; and at the same time help communes train and foster civil servants.
