Dien Bien Provincial People's Committee has just issued a decision to decentralize the management of irrigation works in the area.

Accordingly, from March 28, the People's Committees of communes and wards will manage and exploit irrigation works in the area according to criteria.

Dams with a height of less than 10 m or reservoirs with a capacity of less than 500,000 m3 of water.

Canals, ditches, canals, tunnels, siphons, sewers with a flow rate of less than 5m3/s or a channel bed width of less than 5 m.

Irrigation dykes are protective dykes for areas with an area of less than 500 hectares.

The irrigation and drainage system has a designed area of less than 50ha.

For the Nam Rom Great Irrigation project, the People's Committees of communes and wards manage level III canals with irrigation and drainage areas of less than 50 hectares and internal field canals.

According to leaders of Dien Bien province, the decentralization is to ensure that state management of irrigation infrastructure assets is carried out uniformly, clearly defining authority and especially separating between state management functions and exploitation and business functions.

Dien Bien province is located in the upstream area of 3 major rivers: Da River, Ma River and Mekong River.

The surface water resources are abundant with more than 10 lakes and more than 1,000 large and small rivers and streams distributed relatively evenly.

There are many rivers and streams in Dien Bien, and the water source is relatively abundant. This is the main water source that the province is currently exploiting and using.
