On the afternoon of March 26, at the city's socio-economic press conference, representatives of the Ho Chi Minh City Department of Construction said that in the past time, the city has simultaneously launched a campaign to rectify the situation of encroachment on roads and sidewalks in order to restore urban order and ensure traffic safety.
Functional forces coordinate with local authorities to strengthen propaganda and mobilize people to comply with regulations. 27,673 propaganda sessions have been carried out, along with 28,647 establishments signing commitments not to trade and illegally park vehicles on sidewalks.
At the same time, the Order Police force of Ho Chi Minh City Police organized patrols, inspections and strictly handled violations. As a result, records of 19,63 cases were made, and fines of more than 17.2 billion VND were collected.
In addition, functional forces temporarily seized 200 motorbikes, 5,753 driver's licenses, 5,441 vehicle registrations and many other vehicles; applying 56 additional penalties.
Common violations include: Street vending on prohibited roads, improper parking, using sidewalks for food business, markets, repairing vehicles, washing cars or placing illegal billboards.
According to the Department of Construction, the urban order situation in the area has had positive changes. Many sensitive areas such as in front of hospitals, schools, and people's markets have been focused on handling, initially restoring order.
However, the situation of re-encroachment still occurs, especially in adjacent areas, spontaneous markets, hospital areas and schools. Some individuals and organizations have not strictly complied, even repeatedly violated, and are trying to cope when functional forces withdraw.
In the coming time, the Ho Chi Minh City Department of Construction will coordinate with departments, branches and localities to implement many synchronous solutions. Among them, noteworthy are promoting the application of digital technology such as VNeID, receiving feedback through switchboard 1022; building a platform for monitoring violations integrating cameras and real-time data.
Along with that, the city will reorganize traffic in a scientific direction, review and redraw sidewalks, arrange suitable stops, and resolutely eliminate spontaneous markets and illegal parking spots.
In addition, legal regulations related to sidewalk management, advertising, vehicle parking and violation penalties will also be reviewed and adjusted in a more synchronous, transparent and easy-to-implement direction.
