Politburo Member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc has just signed and issued Directive No. 09-CT/TU of the Standing Committee of the City Party Committee on improving the effectiveness and efficiency of public service performance; tightening discipline, order and responsibility of officials, especially heads in the new development stage of Hanoi Capital.

The principle of "6 clear, 1 consistent

The Directive clearly states that Party committees, Party organizations, localities, agencies, units and cadres, party members, especially heads, must strongly change their awareness, need to firmly grasp their functions, authority, tasks and powers, responsibilities; understand the requirements, new points, breakthroughs in the application of science, technology and digital transformation of the city.

In particular, it is necessary to improve the effectiveness and efficiency of public service performance; tighten discipline and order; promote personal responsibility, especially the responsibility of the head in the new development stage of the Capital. Unify the formation of "new vision, new thinking, new action", shifting from administrative management to modern governance; from focusing on processes to focusing on results; from operating based on experience to operating based on data and comprehensive digital transformation.

Regarding decentralization, authorization, delegation of power, assignment of tasks, allocation of resources associated with inspection, supervision and implementation responsibilities, the city implements the policy of decentralization, authorization, delegation of power, assignment of tasks and creates favorable conditions for officials, especially heads, to be proactive and creative in organizing the implementation of tasks in accordance with their authority.

The decentralization, authorization, and delegation of power must be associated with ensuring full and synchronous resources and conditions for implementation; arranging human resources according to job positions, ensuring the right people, the right jobs, sufficient capacity and clear responsibilities; arranging resources, including facilities, technical infrastructure, technology, funding, equipment and necessary means; perfecting mechanisms, policies, regulations, processes, plans, standards, norms, norms, unit prices; specific decentralization and authorization.

The Standing Committee of the City Party Committee requests to continue to innovate leadership, direction, management, and administration methods in a comprehensive, focused, and key direction according to the principle of "6 clear, 1 consistent": Clear task, clear person, clear authority, clear responsibility, clear time, clear product; each task has only one focal point in charge, one individual is primarily responsible to the end; ensuring unified, synchronous, and consistent leadership from the city to the grassroots level.

Promoting innovation

The city also requires promoting innovation, applying science, technology and digital transformation. Specifically, building a data system "Correct, sufficient, clean, living, unified, shared" to serve leadership and direction in the entire city's political system; strongly shifting from administrative management thinking to management based on goals and results, unifying 100% of tasks that are updated and monitored on the electronic management system (except for tasks within the scope of state secrets as prescribed); gradually applying OKR, KPI and electronic operating tables (Dashboard) in public service management, shifting from "detection - handling" to "prevention - early warning", improving public service efficiency.

The Standing Committee of the City Party Committee requests to improve the exemplary responsibility, bravery and implementation capacity of cadres, especially heads. Each Party Committee member, leading and managing cadre, especially heads, must be exemplary and take the lead in political bravery, responsibility, professionalism and awareness of serving the people; resolutely overcome the situation of "top hot - bottom cold", "talking a lot - doing little". Strictly implement 3 principles in public service performance: "Upholding the rule of law, always listening, attitude of service" and uphold 6 strivings in the contingent of cadres: "Full awareness; long-term vision; creative thinking; smart solutions; drastic action; substantial results"; considering this as a system of behavioral standards and implementation capacity in the new development stage of the Capital.

In particular, the city requests to tighten discipline, order and public service ethics throughout the city's political system, considering this as a mandatory requirement and standard of action for each cadre, party member, civil servant, and public employee. The city will strengthen inspection, supervision, and examination, especially surprise inspections of compliance with internal regulations, rules, processes of handling work, spirit and attitude of serving the people; promote corruption and negativity prevention and control; and take the results of task performance as the main measure.

In addition, the city strongly innovates the work of evaluating and ranking cadres in a substantive, continuous, multi-dimensional, quantitative and based on data direction; evaluating according to products, progress and specific effectiveness, ensuring accurate reflection of task performance results, organizational performance capacity and personal responsibility, especially the head; ending the situation of formalistic, lenient, and egalitarian evaluation.
