In Dien Bien province, thanks to doing a good job of mass mobilization, public transparency and ensuring legitimate interests, local people voluntarily dismantled their houses and gave up land to implement key projects.
Recently (May 19), more than 100 officers and soldiers of the self-defense militia and a large number of people in Mo village, Dien Bien Phu ward joined hands to dismantle the tiled roof and carry belongings to help Mr. Ca Van Ngoc's family clean up the house.


Mr. Ngoc is currently the Secretary of the Mo village Party Cell. When the Thanh Minh - Doc Lap traffic road project passed through, his family was subject to relocation. Promoting the spirit of "partisans go first", Mr. Ngoc pioneered the procedures for handing over the site to the construction unit.
The Thanh Minh - Doc Lap road project passing through Mo village affects 10 households with an area of nearly 3,000m2.
From the example of the Party Cell Secretary, along with the reasonable and persuasive mobilization process of the Party Committee and government of Dien Bien Phu ward, households all expressed high consensus with the policy, ready to leave their old residences to create favorable conditions for the project to be implemented on schedule.

Not only in transportation projects, the consensus of Dien Bien people is also clearly shown in the overall project to invest in building the Provincial Sports Center. This is a large project with a total recovered area of up to 13.58ha, directly related to 263 households, individuals and 6 organizations (belonging to groups 19, 20, 21, Dien Bien Phu ward).
Instead of having to apply harsh administrative measures, the local government has chosen to go to each alley, knock on each door to listen to the thoughts and aspirations of the people. Thanks to that, to date, 122 households, individuals and 1 organization have voluntarily signed minutes of handover of land, returning a land fund of about 6.54ha.
When inspecting the project site on the afternoon of May 20, Mr. Nguyen Minh Phu - Vice Chairman of Dien Bien Provincial People's Committee - directly visited, encouraged and presented gifts directly to 3 typical households who made the most positive contributions to the relocation work.

At the new urban area, resort tourism and sports service project in the Northwest of Dien Bien Phu ward (total investment of over 23,660 billion VND; scale of 228 ha in Thanh Nua commune and Dien Bien Phu ward) which was just started on May 11.
In phase 1, in addition to 78.55ha of training ground land handed over by the Provincial Military Command, the project will recover 23.15ha of residential and agricultural land from 57 households in Che Bien, C1 and Ha villages, Thanh Nua commune.
Mr. Chu Van Bach - Chairman of Thanh Nua Commune People's Committee - said that after the project was just started, the commune has assigned specific tasks to each agency and unit in coordinating with the Provincial Land Fund Development Center, the Provincial Technical Center for Natural Resources and Environment and people whose land is recovered to measure, count, statistically analyze, and classify the recovered land area and assets attached to the land for compensation, support, and resettlement.
Thanh Nua commune also strives to complete it before June 15, 2026 to hand over the site to the investor.
