With a border of about 455 km bordering Laos and China, Dien Bien province is a key drug-related area of the country. Dien Bien is also a "hot" area, one of the drug transit points from the "Golden Triangle" area through Laos to Vietnam.
In the face of the current situation of social evils and drug crimes in the area, there are still many complicated developments. Recently, Dien Bien Provincial Police have deployed a plan to build a "drug-free commune and ward" in the entire area for the period 2025-2030.

Accordingly, by December 14, 2025, the whole province will complete the goal of building 11 communes to meet the drug-free criteria, and by the end of 2030, this figure must reach at least 53% of the total number of communes and wards.
To achieve the above goal, Colonel Vu Van Dau - Director of Dien Bien Provincial Police requested that professional departments organize and implement it seriously and effectively.
In particular, the Director of the Provincial Police emphasized the core role of the commune-level police in advising the Commune People's Committee to develop a plan, assign responsibilities to agencies, departments, and organizations.
The assignment of officers and soldiers directly by locality and subject must be "clear in the person, work, responsibilities, time, and results"...
The Director of the Provincial Police also requested timely encouragement and rewards for collectives and individuals with many achievements, creative and breakthrough methods, consideration, handling, and strict discipline if the drug situation is complicated...
Immediately after the direction of the Provincial Police, a series of communes and wards simultaneously organized conferences, launched a peak and signed implementation commitments.
The highlight of Dien Bien's approach is to maximize the role and strength of the entire people.
The signing ceremony of the commitment to build a "Drug-free residential group and village" between representatives of villages, agencies and schools was witnessed by the government and the police force.

In Quai To - the gateway commune of Dien Bien province, building a "drug-free commune" is identified as one of the breakthrough tasks, concretizing the Resolution of the Commune Party Congress. In particular, the goal is to achieve the "no drugs" criterion by 2030.
According to Ms. Luong Thi Nhung - Standing Deputy Secretary of the Party Committee of Quai To commune, to achieve the commune's "no drugs" criteria, it is necessary to step up propaganda, raise awareness, especially among young people; promote the role of denouncing people's evils.
In addition, focus on consulting, supporting drug rehabilitation and community reintegration, creating jobs to reduce relapse. Departments, branches and unions coordinate synchronously in monitoring, mobilizing and supporting drug addiction treatment.
Recently, on October 9, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference to deploy the National Target Program on Drug Prevention and Control until 2030.
In his concluding remarks, the Prime Minister requested the Ministry of Public Security to focus on directing efforts to strive to achieve the target of 20% of "drug-free" communes, wards and special zones by 2025 and by the end of 2030, at least 50% of commune-level administrative units nationwide will be "drug-free", 15-20% of provinces and cities will be drug-free.
