Through mobilization, assignment, and rotation, the overarching goal is to supplement human resources for places that are still lacking, especially in in-depth specialized fields, and at the same time support and transfer experience to the local team.
In October 2025, after inspecting the implementation of the 2-level local government model in communes and wards, the Department of Home Affairs of Dien Bien proposed to assign 97 civil servants and public employees from specialized agencies and public non-business units under the Provincial People's Committee to the grassroots level.
These officials are assigned for 6 months, from October 20, 2025, to solve the shortage of professional civil servants by sector and field, and at the same time help communes train and foster local staff.

At that time, Mr. Nguyen Tien Dat - Director of the Department of Home Affairs of Dien Bien province, said that after nearly 4 months of operating the two-level local government model, the apparatus basically operated stably and smoothly.
However, many localities still lack specialized personnel, especially in the fields of information technology, land, construction, transportation, and urban management.
The human resource problem at that time was assessed as a situation of "both surplus and shortage".
As of the beginning of October 2025, the whole province has 2,952 commune-level cadres and civil servants; the Party and mass organization bloc has an surplus of 67 people, and the government bloc has an surplus of 98 people. Meanwhile, the number of civil servants still lacking in the fields under the commune-level People's Committees is up to 251 people.
Communes and wards have proactively reviewed and transferred 154 people internally; 97 missing positions have been supplemented by deployment sources from the province.
After that, personnel strengthening continued to be implemented by Dien Bien in many forms.
The province has dispatched and strengthened 124 civil servants and public employees from provincial-level agencies and units to communes and wards; transferred 48 public employees to the Project Management Board and Land Fund Development of 8 communes and wards; and at the same time rotated and introduced 5 provincial-level civil servants to elect additional Vice Chairmen of Commune-level People's Committees.
By May 2026, the Department of Home Affairs will continue to coordinate in reviewing and transferring cadres, civil servants, and public employees between the Party and government blocs and from surplus communes to lacking communes according to job positions.

Up to now, communes and wards in the province basically have enough cadres and civil servants according to the staffing quota.
The next step was implemented by Dien Bien on August 11, 2026, when the Provincial People's Committee issued Decision No. 1803/QD-UBND, approving the list of 30 civil servants and public employees to be transferred and strengthened to communes for a period of 3 years.
This team has expertise in information technology, information - communication, digital transformation, finance - budget, construction, transportation, land, agriculture and environment.
Among them, 13 people are arranged to support the fields of information technology, information - communication and digital transformation. Some officials currently holding department-level management positions are transferred to communes to be expected to be assigned leadership and management positions.
According to the decision, receiving communes must arrange officials in the right positions and professional fields, and at the same time create conditions for those who are strengthened to guide, support and transfer professional skills to the local team.
Talking to a reporter from Lao Dong Newspaper, Mr. Nguyen Tien Dat - Director of the Department of Home Affairs of Dien Bien province said that this is a step to bring resources and expertise directly to the grassroots level, contributing to solving the shortage of professional human resources in some communes, and at the same time supporting and transferring experience, improving the capacity of the local team.
From specific actions, Dien Bien is aiming to build a strong, effective, efficient grassroots government, close to the people, close to the people, so that the spirit of "Year of grassroots officials" creates substantive changes right from the residential area.
