The Law on Civil Servants (amended) recently passed by the National Assembly will take effect from July 1, 2026.
The law stipulates that civil servants with achievements in work and professional activities will be rewarded according to the provisions of the law on emulation and reward.

Officials who are rewarded for outstanding achievements or meritorious services have their salary increased ahead of schedule, receive bonuses from the bonus fund of public service units or from other sources, and are given priority when considering appointment to higher positions according to the provisions of law and according to the internal spending regulations of the unit.
The Law also stipulates that by July 1, 2027, ministries, branches, central and local agencies, and public service units must complete the arrangement to job positions and arrange corresponding salaries for civil servants under their management who are recruited before the effective date of this Law as prescribed in this Law.
From the effective date of this Law, people on probation according to the provisions of the Law on Civil Servants No. 58/2010/QH12, have been amended and supplemented with a number of articles according to Law No. 52/2019/QH14, with salaries corresponding to recruitment job positions.
Along with benefits, the Law also stipulates other regulations related to disciplinary action against civil servants.
Specifically, based on the level of violation and the form of disciplinary action, disciplined civil servants will also be subject to appropriate regulations on appointment to higher positions, regulations on recruitment, termination of employment, salaries, bonuses and other relevant regulations.
Officials who are under disciplinary action, being investigated, prosecuted, or tried are not allowed to be nominated, appointed, transferred, seconded, trained, or fostered according to the provisions of law and the provisions of competent authorities.
Officials who are disciplined and dismissed from their positions due to corruption shall not be appointed to management positions.
In case the civil servant is banned from practicing or is restricted from professional activities for a certain period of time according to the decision of the competent authority, the public service unit shall arrange the civil servant to another job position not related to prohibited or restricted professional activities. In case there is no suitable job position, the employment contract shall be terminated according to the provisions of law.
