Teachers and staff receive preferential allowances from 30 - 100%
The above content is stipulated in the National Assembly's Resolution on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development, which was just approved by the National Assembly this morning, December 10.
The results of the electronic vote showed that 419/431 delegates participated in the vote in favor, accounting for 88.58%.

Before the National Assembly deputies voted, Minister of Education and Training Nguyen Kim Son reported a summary, accepted, explained and revised the draft.
The Minister affirmed that, based on the opinions of National Assembly deputies, the Government has directed the completion of the draft Resolution in the direction of fully institutionalizing the guiding viewpoints of the Politburo in Resolution 71-NQ/TW and regulating many policies stated in the draft Resolution, clearly demonstrating the breakthrough and outstanding innovative thinking to promote the development of education and training.
The main groups of contents include: Developing human resources in the education sector; Digital transformation and international cooperation; Supporting learners and training high-level human resources; Investment incentives for education and training; Handling transitional content when the School Council activities end; Language, document drafting techniques; Developing human resources in the education sector.
Regarding the development of human resources in the education sector, the Government will absorb and revise the draft Resolution in the direction of perfecting the mechanism for recruiting, using and managing human resources according to clear decentralization of authority.
The Director of the Department of Education and Training is responsible for recruiting and receiving personnel at public educational institutions in the province and deciding on the transfer, transfer, secondment, appointment, or change of job positions in cases under his authority or related to 2 or more communes. The Chairman of the People's Committee at the commune level shall transfer, transfer, second, appoint/dismiss and change the job positions of personnel at public educational institutions under the management of the commune.
At the same time, it will add an autonomy mechanism for vocational education and higher education institutions in determining job positions, recruiting, signing contracts with experts, scientists (doctorants) who are foreigners, Vietnamese people residing abroad and confirming the exemption of a maximum of 03 years of labor permit for teaching and research.
Regarding treatment, the roadmap stipulates preferential allowances according to the roadmap with a minimum of 70% for teachers, a minimum of 30% for employees and 100% for teachers in areas with special difficulties, ethnic minorities, border areas, and islands; at the same time, allowing vocational and higher education institutions to autonomy in deciding on additional income from legal non-budgetary sources.
Unifying a set of shared textbooks from 2026

Regarding the development of educational programs, the Minister of Education and Training decided to have a set of unified general textbooks nationwide from the 2026-2027 school year; by 2030, complete the provision of free textbooks for students, prioritizing areas with special difficulties, ethnic minority areas and mountainous areas, border areas, and islands.
The State ensures resources to exempt tuition fees and textbooks for GDQPAN at vocational and higher education institutions according to the roadmap, in accordance with the ability to balance the State Budget and related laws, etc.
Regarding investment incentives for education and training, the State ensures a minimum of 20% of the total state budget expenditure for education and training; allocates budget from increased revenue to develop education and training, prioritizing areas with particularly difficult socio-economic conditions.
Regarding the handling of transitional content when the School Council's activities end, the Government receives and revises the draft Resolution in the direction of regulations within no more than 6 months from the time the School Council ends its activities, the agency directly managing the educational institution decides on the temporary implementation of management and operation tasks under the authority of the School Council related to organization and personnel; at the same time, decides on the personnel of the head on the basis of standards and conditions prescribed by the Ministry of Education and Training.
During the personnel arrangement phase, the direct management agency is allowed to decide on the number of deputy heads and is allowed to arrange to exceed the maximum level according to legal regulations within 05 years from the date the School Council ends its operation, along with a plan to gradually reduce to ensure returning to the regulations.
