Before being recruited as an education officer, Mr. Nguyen Trung Dinh (Hanoi) had a working period with compulsory social insurance contributions in the fields and sectors that needed recruitment, doing professional work in accordance with the requirements of the job position, which is 1 year and 1 month.
He was recruited as a civil servant on September 1, 2020, appointed to a professional title and salary ( trainee).
On August 1, 2024, he participated in teaching and education with full compulsory social insurance contributions for 5 years (60 months), and was entitled to a seniority allowance of 5%.
By August 1, 2025, he will receive a seniority of 6%. He asked, is it right or wrong that he is entitled to the above seniority allowance?

The Ministry of Education and Training responds to this issue as follows:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government.
Accordingly, teachers participating in teaching and education who have paid compulsory social insurance for 5 years (60 months) are entitled to seniority allowances equal to 5% of their current salary plus leadership position allowances and seniority allowances exceeding the framework (if any).
From the sixth year onwards, each year (12-month period) is calculated by adding 1%.
Based on the above regulations, the time he has participated in teaching, education and paid compulsory social insurance before being recruited is counted as the time to calculate seniority allowances for teachers according to regulations.
