On April 28, Chairman of the People's Committee of Thuong Hoa commune (Minh Hoa district, Quang Binh province) Dinh Van Giao said that after receiving a report from Lao Dong Newspaper about illegal land being dumped on resettlement projects in the area, the government had issued initial instructions.
After Lao Dong Newspaper reported, the People's Committee of the commune coordinated with the Project Management and Land Fund Development Board of Minh Hoa district to establish an inspection team to verify that the exploited area was production forest land of the household that arbitrarily renovated the land without registering with the People's Committee.
The CPC has made a record, suspended the mining unit and invited households to handle in accordance with regulations. Through inspection, the commune estimates that the volume of land has been dug more than 1,000m3. The government is continuing to check the fact that the project contractor has taken so much land from the household area.


Mr. Bui Anh Tuan - Secretary of Minh Hoa District Party Committee informed that he had grasped the incident and assigned the District Party Committee's Inspection Committee to inspect and handle the incident.
Previously, as reported by Lao Dong Newspaper, in recent times, in Phu Minh village (Thuong Hoa commune, Minh Hoa district, Quang Binh), the situation of taking land from production forests to level the resettlement project has occurred frequently.
People reported that every day, 3-4 trucks continuously transport soil from a hill near the resettlement area. The Phu Minh village resettlement project is expected to be implemented to 12 households, located next to Ho Chi Minh road, and is currently in the process of leveling the ground.

On April 24, the reporter directly recorded the public exploitation of the land. Excavators continuously dug up soil and dumped it on trucks, then trucks transported the soil to dump in the resettlement area. The "pick-taking - transporting - pouring - leveling" activity takes place continuously from morning to afternoon, leaving behind a thick layer of dust and clear traces on the ground.
According to Mr. Cao Xuan Son, a cadastral officer of Thuong Hoa commune, there are currently no licensed mines in the area. The land acquisition area is owned by a household in Phu Minh village, with the reason of improving the land for a farm, but in reality, it is allowed to take land to serve the filling of the resettlement area. Mr. Son said that this was against the regulations.
It is known that the project investor is the Project Management and Land Fund Development Board of Minh Hoa district. The construction unit is a joint venture of Huy Hoang Construction Materials Company Limited and Quyet Tien Construction Mechanical Company Limited (both headquartered in Quy Dat town, Minh Hoa district).
The project implementation area is 0.8ha, and it is expected that the site will be handed over by June 30, 2025.
