On September 22, according to PV's investigation, Lai Chau Provincial People's Council has just passed a resolution specifying the level of operating expenses for Party committees and advisory agencies of Commune and Ward Party Committees.
Accordingly, the contracted level for the construction of new documents ranges from 15 to 25 million VND/document (amended documents receive 60%). Document appraisal costs reach 5 - 7.5 million VND/document.
For major documents such as term reports or full-term work programs, the spending level is 15 million VND; full-term inspection programs receive 7.5 million VND; annual work reports or implementation plans receive from 2.5 to 4.5 million VND.
Notably, the operating expenses of surprise inspection and supervision teams and handling of petitions are also specifically contracted.
Inspection team when there are signs of violation: 15 million VND/team. Team to resolve denunciations: 10 million VND/team. Inspection team outside the plan, resolving disciplinary complaints: 8 million VND/team.
In addition, Party committee members and cadres and civil servants of commune-level Party committee advisory bodies are supported with 500,000 VND/person/year for costume tailoring.
Delegates attending conferences convened by the Party Committee are supported with meal money equal to 1.5 times the normal conference norms of the locality.
The funding source is guaranteed by the commune and ward budgets from sources that do not implement autonomy, requiring the head to manage transparently and prevent losses.
