The level of additional income payment in 2026 is implemented according to Resolution 27/2025/NQ-HDND regulating additional income payment according to Resolution 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City (amended by the Resolution approved on December 10, 2025).

Accordingly, the level of additional income payment is regulated as follows: The maximum additional income payment is 1.8 times the salary scale, rank, and position for the subjects specified in Clause 1, Clause 2, Clause 3, Clause 6, Article 2 of Resolution 27/2025.

Spending an additional income of a maximum of VND 3,000,000/person/month for the remaining subjects as prescribed in Article 2 of Resolution 27/2025.

The City People's Committee shall submit to the City People's Council a specific decision on the level of additional income expenditure according to the coefficient and the specific amount in the annual budget estimate.

In Hanoi

The additional income payment level in 2026 is implemented according to Resolution 81/2025/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi City. This Resolution applies in 2026.

The level of additional income payment is based on the capacity and work efficiency of cadres, civil servants and public employees at agencies and units, and is assessed by the Head of the unit responsible for the regulation.

The deduction to create a source of funding for additional income expenditure in 2026 is 0.8 times the basic salary fund.

At the end of 2026, based on the remaining salary reform funds after ensuring funds to implement salary reform for the entire period of budget stabilization according to regulations, the City People's Committee reports and proposes that the City People's Council consider and decide on the deduction level to create a source of funds to pay additional income to cadres, civil servants and public employees in the City for the following years but not exceeding 0.8 times the basic salary fund.

In Hai Phong

Implement Resolution 29/2025/NQ-HDND on the level of additional average income for cadres, civil servants, and public employees working in Party agencies, authorities, unions, and associations assigned by the Party and the State under the management of Hai Phong City.

The time to calculate the payment of additional average income for cadres, civil servants and public employees is from July 1, 2025 to December 31, 2026.
