On the afternoon of June 23, in Hanoi, the National Assembly Standing Committee considered and approved the Resolution amending and supplementing a number of articles of Resolution No. 524/2012/UBTVQH13 dated September 20, 2012 on a number of spending regimes to ensure the operation of the National Assembly.
According to the Submission of the National Assembly Office, after 14 years of implementation, many spending norms according to old regulations are no longer suitable for the actual price level as well as the requirements for innovating operating methods and arranging the current organizational structure.
Member of the Party Central Committee, Secretary General of the National Assembly, Chairman of the National Assembly Office Le Quang Manh said that the amendment aims to ensure the synchronicity of the policy system, meet practical requirements and improve the operational efficiency of the National Assembly.
The draft Resolution focuses on core amendments and supplements including: reviewing and abolishing overlapping contents; adding some new subjects to suit the current organizational structure; updating arising practical tasks.

In which, according to the Standing Committee of the Economic and Finance Committee, it is necessary to focus on the necessity, scope of amendment and detailed lists to meet practical requirements.
This amendment aims to update the latest legal regulations, adjust contents that are no longer appropriate, and at the same time ensure consistency, synchronization and feasibility in the legal system.
Regarding the scope of amendment, the Standing Committee of the Economic and Finance Committee basically agreed with the proposals from the National Assembly Office. However, the appraisal agency noted that it should only focus on amending the truly necessary contents.
The design process stipulates that it is necessary to minimize duplication and overlap with current regimes and policies, and at the same time ensure close compliance with the policy of salary policy reform.
Concluding the discussion content, Politburo Member, Standing Vice Chairman of the National Assembly Do Van Chien affirmed that the amendment of Resolution No. 524 is completely necessary, with full legal, political and practical grounds.
Basically, the National Assembly Standing Committee agreed with the draft content and decided to adjust some specific clauses.
The National Assembly Standing Committee assigned the National Assembly Office to coordinate with the Standing Committee of the Economic and Finance Committee to review and improve technical documents.
