Along with that, expand and build concentrated cemeteries. Expand Yen Ky cemetery to meet regional-level scale standards; expand Vinh Hang and Thanh Tuoc cemeteries; build new Thach That, Dong Soc Son, and Chuyen My cemeteries according to city-level cemetery standards.
Commune-level concentrated cemeteries are considered for research in specialized planning, ensuring the necessity, scale and radius to serve the city according to regulations.
Implementing the conversion of cemetery models in a green and modern direction: developing cemetery park models; promoting cremation forms (reaching a rate of 100%); researching and applying modern ash storage models (high-rise, underground) suitable to land fund conditions, combined with applying smart management technology to effectively use space. Organize review, close, and relocate small, scattered cemeteries in the inner city area to concentrated cemetery areas according to planning; land fund after relocation is prioritized for public purposes such as green trees, transportation, and urban technical infrastructure.
Building a smart cemetery management system, integrating digital databases (GIS, identification codes, online memorial platforms,...), improving management efficiency and service quality for people.
Prioritize investment in building high-tech, zero-emission crematoriums at Yen Ky, Vinh Hang, Van Dien, Chuyen My, Dong Soc Son cemeteries to support the urban area of the central area, the western, southern and northern poles of the City, serving the people of the Capital and neighboring provinces.
Continue to maintain the National Funeral Home at No. 5 Tran Thanh Tong. At the same time, reserve land fund to build a new National Funeral Home in Son Dong commune.
Invest in building additional new funeral homes according to the urban development orientation, ensuring that each city has at least 1 funeral home, with a service scale of no more than 250,000 people/funeral home. Funeral homes are arranged independently or in combination with works such as cemeteries, cremation facilities, religious and belief works, ensuring compliance with regulations on environmental safety distance and current regulations and standards. The location, scale, and boundaries of newly built cemeteries and funeral homes will be specifically determined in specialized planning, general planning, and urban zoning planning.
