On April 21, Dong Nai Provincial People's Committee just issued a plan to organize the implementation of seal re-issuance for agencies and organizations in the province when establishing Dong Nai city directly under the Central Government.
The plan aims to synchronously and promptly deploy the registration of seals and revocation of seals for agencies and organizations in the province when establishing Dong Nai city directly under the Central Government; ensuring that agencies and organizations have new seals for immediate use, without interrupting state management activities and resolving administrative procedures for people and businesses.
The plan clearly states that the key tasks are divided into 3 phases. Phase 1 is to review and compile a list of 100% of agencies and organizations that must exchange seals; prepare seals, plans for receiving and returning seals (completed before April 28); phase 2 is to deploy the issuance and exchange of seals (completed on April 29 and April 30); phase 3 is to summarize and report results (completed before May 10).
The Provincial People's Committee also proposed rewarding collectives and individuals with outstanding achievements in the implementation of changing seals for agencies and organizations in the province when establishing Dong Nai city directly under the Central Government; at the same time, handling responsibilities, criticizing units that are behind schedule and considering the responsibility of heads.
On April 20, continuing the First Session, the 16th National Assembly, the Minister of Home Affairs, authorized by the Prime Minister, presented a Submission on the establishment of Dong Nai city directly under the Central Government. The establishment of Dong Nai city is based on the status quo of 12,737.18 km2 of natural area, population size of 4,491,408 people and 95 commune-level administrative units of Dong Nai province. After establishment, Dong Nai city directly under the Central Government does not change in natural area and population size; there are 95 commune-level administrative units, including 33 wards and 62 communes. The headquarters of Dong Nai city directly under the Central Government is kept as it is today. It is expected that this Resolution will take effect from April 30, 2026.
