Dong Nai assesses damage from liquid ammonia leak incident at Phuoc Thai port

Dong Nai - The city Department of Agriculture and Environment invited a functional unit to assess the damage of the liquid ammonia leakage incident at Phuoc Thai specialized port.

On August 24, the Department of Agriculture and Environment of Dong Nai City said that it had notified and invited a unit with appropriate functions and capabilities to participate in collecting and appraising data and evidence; calculating damage to the environment due to the liquid ammonia leakage incident at Phuoc Thai specialized port, Phuoc Thai commune, Dong Nai City.

On August 18, Dong Nai City People's Committee also issued an official dispatch on inspecting and evaluating the compliance with regulations on chemical safety, measures to prevent and respond to chemical incidents for the import of liquid ammonia from the ship Marianna 28 into the tank of Vedan Vietnam JSC (2nd time).

Previously, on August 5, the ship Marianna 28 with the code YDDC2 docked at Phuoc Thai specialized port, Phuoc Thai commune, Dong Nai city of Vedan Vietnam Co., Ltd. to pump liquid ammonia into the tank of Vedan Vietnam Co., Ltd. On the same day, Phuoc Thai Commune People's Committee received information from aquaculture households (near the location where the ship Marianna 28 was anchored for pumping goods) about a foul odor arising, and at the same time there was a phenomenon of natural fish deaths at the circulation and heat exchange drainage point of the ship Marianna 28; thereby, Phuoc Thai Commune People's Committee discovered and recorded that the ship Marianna 28 with the code YDDC2 in the process of pumping chemicals (liquid ammonia) into the chemical tank of Vedan Vietnam Co., Ltd. at Phuoc Thai specialized port showed signs of leaking liquid ammonia into the circulation and heat exchange water into the Thi Vai River.

Immediately after discovering the above incident, the Marianna 28 ship stopped pumping chemicals and coordinated with Phuoc Thai Commune People's Committee and departments, branches, and functional agencies to verify and clarify the cause of the incident.

Through review, the initial cause of the incident has been determined. At the working session on August 14, chaired by the Department of Industry and Trade, representatives of the Marianna 28 ship reported that the cause was that the heating equipment pipe head of the Marianna 28 ship had 8 ammonia gas leaks, leading to the ammonia leakage incident into the circulating cooling water system into the Thi Vai River.

Also on August 24, in an exchange with a reporter from Lao Dong Newspaper, a representative of the leaders of Phuoc Thai Commune People's Committee, Dong Nai City, said that after the ammonia leak incident occurred, the Commune People's Committee invited relevant households to declare damages. Currently, Phuoc Thai Commune People's Committee is conducting verification of affected households.

According to the list of households reporting damage, there are 33 cases. In addition to households that have reported damage, Phuoc Thai Commune People's Committee also requested the Heads of hamlets in Phuoc Thai commune to coordinate with departments and mass organizations of the hamlet to widely inform households raising aquatic products and fishing in the Thi Vai river basin near Vedan port to Phuoc Thai Commune People's Committee to declare (if any).
