The Government Office issued Notice No. 132/TB-VPCP dated March 24, 2025 on the conclusion of Deputy Prime Minister Ho Duc Phoc on the results of the inspection, review and remove difficulties and obstacles related to the two projects to build the Ben Luc - Long Thanh Expressway and the Bien Hoa - Vung Tau Expressway (phase 1). These two projects are scheduled to be completed in 2025.
The Deputy Prime Minister directed to remove difficulties for the Bien Hoa - Vung Tau expressway project as follows:
Regarding site clearance, the Deputy Prime Minister requested the Provincial Party Secretary and Chairman of the Provincial People's Committee to focus on directing and mobilizing the entire political system to urgently take action. The authorities will promote mobilization, persuasion, and propaganda, creating support, consensus, and unity among the people. Units assign tasks in the spirit of 5 clearly: clear people, clear work, clear responsibilities, clear deadlines, clear results.
Localities ensure the handover of the entire site and complete the relocation of technical infrastructure in March 2025.
Regarding material sources, the Deputy Prime Minister requested to complete procedures for granting exploitation licenses for land mines to supply the Component Project 1, 2.
Units determined the foundation cote in accordance with the general planning of the locality to exploit additional volume at Phuoc Binh mine.
Exploiting the remaining volume in areas of Long Giao town, Cam My district previously provided to the Phan Thiet - Dau Giay Expressway Project.
License according to the provisions of the 2024 Mineral Law in Long Giao town area, Cam My district and areas in Phuoc Tan ward, Bien Hoa city, land mine in Bau Can commune, Long Thanh district.
Exploiting soil and coating some quarries can make foundation materials such as Tan Cang 7 and 9 mines.
To ensure the completion of the embankment work before the rainy season in early June 2025, the Deputy Prime Minister requested the People's Committee of Dong Nai province to direct the implementation in parallel with the licensing of the contractor to exploit land at the land mine and complete related procedures according to regulations, but there must be a commitment on the deadline for completing procedures. Units are only allowed to use materials from the mine for construction for the project. Exploitation must ensure labor safety and environmental safety and be closely monitored by state authorities.
Dong Nai Provincial People's Committee urges, inspects, and supervises the implementation of procedures for granting mining materials for each department, branch, and unit; promptly detects problems (in which stage, which procedures, which department, branch, which unit, etc.) to handle and resolve.
Regarding construction organization, investors are required to direct contractors to enhance their sense of responsibility, mobilize sufficient resources (manpower, equipment) to speed up progress.
The competent authority will take immediate measures to handle contractors who are late or have no changes in the construction organization that affect the project's progress according to the law.
Regarding the construction of an overpass on Provincial Road 770B, the People's Committee of Dong Nai province directed relevant units to promptly complete project approval and complete investment procedures to organize construction.
The locality must have an official opinion in writing to the Ministry of Construction before March 31, 2025 on the location of the overpass construction on Provincial Road 770B intersecting with the Bien Hoa - Vung Tau Expressway Project.
Project Management Board 85 closely coordinates with the locality to hand over the site in April 2025 to implement the construction of the overpass under the Bien Hoa - Vung Tau Expressway Project.
The People's Committee of Ba Ria - Vung Tau province has directed investors and contractors to speed up the construction progress of Component Project 3, focus on construction to soon complete the works, striving to open technical traffic by April 30, 2025.
The Bien Hoa - Vung Tau Expressway Construction Project Phase 1 has a total length of about 53.7km (Dong Nai province about 34.2km; Ba Ria - Vung Tau province about 19.5km), phase 1 scale from 4-6 lanes, phase 1 completion and expansion ensure scale of 6-8 lanes.
