Vice Chairman of Dong Thap Provincial People's Committee Nguyen Phuoc Thien has just signed and issued a Plan on deploying the prevention and control of subsidence, landslides, flooding, drought and saltwater intrusion in the period 2026-2035 on behalf of the Chairman of the Provincial People's Committee.
According to the plan, the province aims to improve forecasting, warning and disaster response capacity; effectively manage and exploit water resources; invest in disaster prevention and control infrastructure; and at the same time sustainably use land, water and riverbed sand resources to minimize damage, ensure sustainable socio-economic development and stabilize people's lives.
This is a step towards realizing Plan No. 81-KH/TU dated May 22, 2026 of the Standing Committee of the Provincial Party Committee on implementing Conclusion No. 26-KL/TW dated April 24, 2026 of the Politburo on preventing and combating subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta region in the period 2026 – 2035.

To realize the above goals, Dong Thap focuses on implementing 8 groups of key tasks and solutions. In which, priority is given to promoting propaganda, raising community awareness; reviewing and perfecting planning and mechanisms, policies; consolidating the management apparatus; effectively managing water resources and irrigation systems; implementing inter-regional and multi-purpose projects; applying science, technology and digital transformation; strengthening regional linkages and international cooperation; and at the same time mobilizing and effectively using investment resources.

Notably, the plan requires strengthening control of sand mining, groundwater mining, encroachment on river corridors, canals, and ditches; building an early monitoring and warning system for subsidence, landslides, drought and saltwater intrusion; gradually modernizing forecasting and management work using digital technology and specialized databases.
The province will also prioritize investment in projects to prevent and combat subsidence and landslides in a comprehensive, inter-regional, multi-objective direction; build infrastructure to serve the relocation of residents from high-risk areas; upgrade flood control, saltwater intrusion prevention, water storage and drainage systems in urban areas, including Sa Dec, Cao Lanh and My Tho.

According to the assignment, the Department of Agriculture and Environment is the focal agency to monitor, guide, and inspect the implementation of the plan; periodically summarize the results, advise the Provincial People's Committee to direct the handling of arising issues. Departments, branches, and commune-level People's Committees are responsible for integrating disaster prevention and control tasks into the socio-economic development plan for the 2026-2035 period, and at the same time implementing the annual reporting regime, preliminary review in 2030 and summary in 2035.
Attached to the plan is a list of many key projects in the 2026-2030 period, focusing on building salinity prevention systems, water storage, upgrading dykes, treating riverbank erosion, investing in irrigation infrastructure, developing a monitoring network and climate change adaptation projects to improve the province's resilience to the increasing impacts of natural disasters.
