The event marked the beginning of the key traffic project connecting directly the two provinces of Lao Cai and Lai Chau.
The project is expected to open up opportunities for strong development in tourism, trade and socio-economics for both localities, while ensuring security and defense in the border area, creating a traffic axis connecting Sa Pa - Tam Duong - Lai Chau.

According to the approval decision, the Hoang Lien Pass Road tunnel Project has a total investment of VND 3,300 billion, of which the part in Lai Chau province accounts for more than VND 3,210 billion.
The project is divided into two components: Project 1 invested by Lai Chau province, and Project 2 implemented by Lao Cai province for site clearance.
Previously, Lai Chau province completed the procedures to approve the results of the contractor selection for package 23 of Project 1.
The consortium of contractors including Deo Ca Group, 299 Construction and Trading Joint Stock Company, Thanh Tuyen One Member Co., Ltd., Lai Chau No. 10 One Member Co., Ltd. and Khanh Hung Construction & Trading One Member Co., Ltd. won the bid with a price of more than VND 2,628 billion. The contract implementation period is 24 months (720 days).



The investor is the Lai Chau Province Traffic Construction Investment Project Management Board. The groundbreaking ceremony for the entire project is expected to take place on December 19, 2025.
The Hoang Lien road tunnel has a total length of about 8.8km, including a main tunnel of 2.63km, a secondary tunnel of 2.65km, 11 bridges and many auxiliary technical items.
The main tunnel is designed with two lanes for motor vehicles, 9.75m wide, with a permanent reinforced concrete structure, meeting the standards of a special-class mountain tunnel.





The completion of the project will create a major breakthrough in traffic connectivity between Lai Chau and Lao Cai, reducing the load on National Highway 4D, which is winding, steep and often cut off during the rainy and flood season.
This is a particularly important transport project in the Northwest region, promising to open up new momentum for tourism, trade, logistics development and strengthen regional linkages, contributing to ensuring security and defense at the border.
