Many experts, scholars, and researchers believe that Resolution No. 57-NQ/TW is considered a spearhead, focusing on removing institutional bottlenecks, to liberate the creativity, labor, and investment resources of the whole society for science - technology, innovation, and digital transformation.
Economist, Dr. Nguyen Minh Phong said that the Resolution was issued to demonstrate consistency and affirm the Party's policy, considering science and technology development, innovation and national digital transformation as leading breakthroughs and new driving forces for national development.
According to Dr. Nguyen Minh Phong, the Resolution focuses on institutional bottlenecks and provides viewpoints and mechanisms to resolve long-standing shortcomings in science and technology development, innovation, and digital transformation.
“One of the important highlights of the Resolution is to promote digital transformation and emphasize the development of high-tech industries such as semiconductor chips, AI, and the application of 4.0 technology achievements. The Resolution also focuses on the development of high-tech agriculture. That means the entire economic structure is based on high technology. This is one of the important highlights,” Dr. Nguyen Minh Phong analyzed.
According to Dr. Nguyen Minh Phong, the Resolution also mentions promoting socialization, in which the state plays a major role in developing infrastructure to create technological infrastructure for the country. Along with that are mechanisms, institutions, finance, people... this is a very important point to create a breakthrough in science - technology development, innovation and national digital transformation.

According to National Assembly Delegate Tran Van Khai - Standing Member of the National Assembly's Committee on Science, Technology and Environment, Resolution 57-NQ/TW continues to affirm that science and technology, together with innovation and digital transformation, are placed in the position of "the most important breakthrough". Science and technology, innovation and digital transformation are the three main pillars for national development in the new era.
The Resolution sets a target that by 2030, the budget for research and development will reach 2% of GDP, approximately 9 billion USD/year, a large budget that will strongly promote Vietnam's scientific and technological research and development. In particular, the Resolution has viewpoints that keep up with the world's development trends in science and technology and digital transformation such as: Considering data as a new source of production materials; digital transformation to innovate production and business methods, innovate production forces; using the budget to hire experts; having a mechanism to test new technologies...
In addition to removing barriers, the Resolution is highly action-oriented, requiring the entire political and social apparatus and the people to take specific actions. This is clearly shown in the Resolution as: Requesting to review and restructure the public science and technology organization system, merge and dissolve weak and ineffective organizations; develop and implement strategic technology and strategic industry programs; focus investment resources on developing digital infrastructure, telecommunications infrastructure, etc.
