Hanoi City People's Committee requests to study a flexible construction plan for Tran Hung Dao bridge during the rainy and flood season, both taking advantage of favorable weather conditions and ensuring dyke safety, flood drainage and project completion progress before the APEC 2027 Conference.
The Hanoi City Traffic Construction Investment Project Management Board has just requested relevant units to accelerate site clearance and relocation of technical infrastructure to serve Component Project 3 - Investment in the construction of Tran Hung Dao bridge in the form of public-private partnership (PPP).
Accordingly, the Project Management Board proposed to completely complete the relocation of underground and above-ground technical infrastructure works in Hong Ha, Hai Ba Trung and Cua Nam wards before August 20.
Bo De Ward People's Committee is requested to complete the handover of the site before August 20 to serve the relocation of technical infrastructure in the Co Linh - Hong Tien intersection area.
Regarding the 110kV Mai Dong - Tran Hung Dao power line project, the Project Management Board proposed that the City People's Committee direct Hanoi Power Corporation to accelerate the construction progress and complete the relocation of the 110kV power line system within the Tran Hung Dao bridge project before August 25. The relocation site will be handed over to the Project Management Board and the project enterprise to organize construction and ensure progress.
One of the issues noted by the Project Management Board is the construction of items within the dike protection area.
According to Mr. Ngo Ngoc Van - Director of the Hanoi City Traffic Construction Investment Project Management Board, the abutments and pillars of branch No. 1, branch No. 2 and branch No. 4 bridges, with 14 abutments and pillars located on Nguyen Khoai and Tran Khanh Du streets, cannot be dug and fenced to construct during the rainy and flood season. This has affected the project implementation progress.
To ensure the project completion progress before the APEC 2027 Conference, the Project Management Board proposed that, in parallel with completing the construction permit dossier related to dykes, the Department of Agriculture and Environment shall preside over and coordinate with the Department of Construction, Project Management Board, investors and project enterprises to agree on a construction organization plan.
The plan needs to ensure flexibility, taking advantage of favorable weather conditions from now until the end of October 31, 2026 to accelerate progress, while ensuring dyke safety and flood drainage capacity according to the direction of the City People's Committee.
Component project 3 - Investment and construction of Tran Hung Dao bridge is being implemented from December 19, 2025. To date, the investor has organized 17 construction teams at the construction site.
The main bridge section has completed all 128/128 bored piles. Long Bien approach bridge and Co Linh overpass have completed 221/244 bored piles; Co Linh intersection branch bridge has completed 260/284 piles.
At the Hoan Kiem intersection, units have completed 96/207 drilled piles; Long Bien approach bridge has completed 332/445 measure piles.
Regarding the structure of the lower part, the project has completed 6/7 main bridge piers; 22/30 abutments, piers and 22/30 abutment bodies, piers leading to Long Bien and Co Linh overpass.
To date, the value of construction output has reached about 2,195 billion VND out of a total of 7,280 billion VND, equivalent to 30.15%.
Proactively building a flexible construction plan during the rainy and flood season is expected to help the project limit the impact of weather conditions, while ensuring the progress of implementing important items of Tran Hung Dao bridge.
