Tran Huynh Park - a project with many public opinions
Among the projects inspected, Tran Huynh Park in Bac Lieu ward, Ca Mau province is a project that has caused much controversy and is of particular interest to people.
This park was planned by the People's Committee of Bac Lieu province (old) from 1997 with an area of more than 22 hectares, oriented to become a central park and a large public living space of the locality.
However, according to the 2016 inspection conclusion of the Bac Lieu Provincial Inspectorate (old), through many planning adjustments, the park area has continuously been narrowed.

By 2012, the remaining area was about 146,695 m2 and was assigned to many organizations and businesses for management, exploitation and use.
According to the inspection conclusion, Quoc Lam Trading - Service Co., Ltd. was leased more than 41,000 m2 of land in the park area. Of which more than 6,700 m2 of commercial service land is leased by the State with annual payment; the rest is traffic land, green trees and lawns.
During the land use process, this enterprise was identified as carrying out many unlicensed construction items that were not in accordance with the plan. The enterprise also leased land to many individuals to open restaurants, cafes, game shops and other business activities in violation of regulations.
After the inspection conclusion, on October 15, 2018, the People's Committee of Bac Lieu province (old) issued a decision to recover more than 41,000 m2 of land from this enterprise to hand over to the Housing and Land Fund Development Center for management. Currently, this area has formed a commercial center and shophouse housing area.
Cam Quyen Trading - Service and Tourism Co., Ltd. was leased more than 13,000 m2 of land to invest in entertainment areas, restaurants, and hotels. To date, the business is still exploiting many service items such as wedding parties, restaurants and eateries.
Meanwhile, the Bac Lieu Provincial Youth Union (old) was allocated nearly 40,000 m2 of land to build the Youth Activity Center and Phung Ngoc Liem Children's Cultural House. However, many items here have been under construction for many years and show signs of degradation.
Many projects such as swimming pools, gymnasiums, and children's playgrounds have not been effective, overgrown with weeds, and facilities have deteriorated over time. The headquarters of the Youth Activities Center also showed signs of damage after a long period of ineffective use.
Another part of the area that was once assigned to Bac Lieu Electricity (old) as a temporary headquarters has now been handed over. However, many public land areas in the area are still unclear about the specific management unit.
Notably, some land plots that were previously concluded by the Bac Lieu Provincial Inspectorate (old) to be leased and used improperly, but so far the purchase and sale and exploitation still take place.
From the planned public park land of more than 22 hectares in 1997, after nearly 30 years, this place no longer has the appearance of a true central park. Many land areas have been converted into functions, and many public works are unfinished.
Review of a series of slow-progress projects
According to Decision No. 235/QD-TT dated April 29, 2026 of the Chief Inspector of Ca Mau province, the specialized inspection of projects with difficulties, obstacles, and prolonged backlogs is carried out according to Plan No. 1158/KH-TTCP dated April 22, 2026 of the Government Inspectorate.
The inspection period is determined from the project implementation time to March 31, 2026. In necessary cases, the inspection team will consider additional related contents before or after this period.

According to the decision, there are 46 projects and works subject to inspection this time. These are all projects that have experienced difficulties, slow progress, prolonged backlogs or caused many opinions in local public opinion.
Some notable projects include the Bac Lieu LNG Liquefied Natural Gas Power Plant Project at Bac Lieu LNG Thermal Power Center; Project to upgrade and renovate Tran Huynh Park; Project to invest in the construction of technical infrastructure of the Administrative and Public Works Area at the Northeast gateway of Ca Mau City; Bac Lieu Trade Center Area Project; Project to invest in the construction of the Wind Power Plant in Khai Long - Ca Mau Tourist Area phase 1.

According to the plan, the inspection team will review the management and use of land; construction investment order; public asset management; and clarify the reasons why many projects have been prolonged for many years but have not been completely resolved.
This is considered a large-scale inspection of backlog projects in Ca Mau and Bac Lieu (old), especially in the context that many projects related to public land, urban planning and the use of public assets have caused public outrage for a long time.
Local people expect this inspection to clarify the responsibilities of related organizations and individuals; and at the same time remove long-standing backlogs in the management and use of public land to avoid generating bad public opinion that has lasted for many years.
