The project has a starting point intersecting with Tran Hung Dao street (Hoa Binh ward) and an ending point connecting to National Highway 6 through Thong Nhat ward.
The Project Management Board for Investment and Construction of Transport Works of Hoa Binh province (now the Project Management Board for Investment in Hoa Binh Region) is entrusted to manage the project.
The project belongs to group B, started in March 2022, expected to be completed in December 2024. However, up to now, 4 years have passed, the project is still stagnant, with no deadline for completion.
Records at the construction site at the end of March show that some bridge and road positions have basically taken shape, but many sections are still messy and there are no signs of construction.
Along the route, many temporary barriers, construction materials gathered along the road, and the road surface in some sections have not been completed, making it difficult for people and vehicles to travel, especially during peak hours.

Living near the construction area, Ms. Nguyen Thi Huong (Hoa Binh ward) said that travel is difficult: "Dusty roads on sunny days, muddy when it rains, vehicles passing by are very difficult. People hope the project will be completed soon to make travel more convenient.
Meanwhile, Mr. Nguyen Dan Thanh (Thong Nhat ward) shared: "Many sections are under construction, materials are gathered along the road, causing traffic obstruction. People expect the obstacles to be removed soon so that the road can be cleared soon.
According to the Hoa Binh Regional Investment Project Management Board, the project has a total investment of 600 billion VND from local and central budgets, implemented in the period 2021-2026.
Accumulated to the end of 2025, 323.311 billion VND has been allocated and disbursed, reaching 100% of the previous capital plan. In 2026, the project was allocated 111.839 billion VND, but only 1.9 billion VND has been disbursed, reaching about 4%.
The total capital allocated to date reached 435.15 billion VND, and nearly 110 billion VND has not been disbursed.

Regarding the construction progress, the 4.36 km long road currently only reached about 205.6/385.514 billion VND, equivalent to 53.3% of the volume.
The contractor has basically completed 2/2 bridges on the route; roadbed construction reached about 2 km; crushed stone base reached 0.6 km along with drainage system.
Due to the lack of embankment soil materials and inconsistent ground, the construction unit is focusing on installing curbs in some sections where ground has been cleared.
The source of embankment soil material is also facing problems when the surplus soil mine licensed for exploitation of 388,000 m3 has expired, and the contractor is completing procedures to extend it after relevant agencies inspect the site.
Notably, the estimated site clearance cost increased to 300 billion VND, about 120 billion VND higher than the initial approval, leading to the risk of having to adjust the total investment of the project.

Also according to the Hoa Binh Regional Investment Project Management Board, to date, the project has recovered 21.7 hectares of land from 340 households; has paid to 243 households with about 50 billion VND.
The handed-over site is 2.5/4.36 km (64%) but there is still a "precarious" situation. About 80 households in the resettlement area have not been arranged because the resettlement areas have not completed land allocation procedures.
The remaining site area of about 1.6 km is expected to be handed over in the second quarter of 2026. There is still 1 power pole on the route that has not been relocated.
The biggest difficulty currently is the site clearance obstacle with about 1.86 km remaining, due to difficulty determining the origin of the land, lack of documents, disputes, and some households have not received compensation money.

In addition, there are still problems with collective housing areas that do not have land use right certificates and are slow to issue land acquisition notices.
The investor has proposed to the Phu Tho Provincial People's Committee to consider allowing an adjustment of the total investment, and soon extend the surplus land exploitation license.
At the same time, directing localities to accelerate site clearance, complete resettlement areas, relocate cemeteries and technical infrastructure to ensure project progress.
