The Ministry of Home Affairs explains that non-specialized commune-level workers will not be subject to a base salary increase from July 1, 2026.

The Ministry of Home Affairs has just proposed a draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees, and armed forces.

The draft Decree is currently in the process of collecting comments; stipulating the base salary applied from July 1, 2026 is 2.53 million VND/month, an increase of 19,000 VND compared to the current level.

The above base salary level is the basis for calculating salaries in salary scales, allowances and implementing other regimes according to the provisions of law, and is also used to calculate operating fees and living expenses according to regulations as well as calculate deductions and regimes enjoyed according to the base salary level.

Compared to the current Decree No. 73/2024/ND-CP, the draft new Decree has removed the beneficiaries who are non-specialized commune-level workers.

The drafting agency explained that the abolition of the regulation on non-specialized personnel at the commune level is because this subject will cease to operate before the effective date of the Decree; Review and update new regulations related to the remaining groups of subjects.

Implementing the 2-level local government model, the Government Steering Committee allows localities to temporarily extend the use of non-specialized commune-level personnel until before May 31, 2026.

The extension is aimed at avoiding sudden disruptions and ensuring the maintenance of the operation of the political system at the grassroots level. Because before the time of rearranging administrative units, there were about 120,500 people in this force nationwide.

To suit the reality of operating the new commune - ward, from after July 1, 2025, this staff arrangement will be implemented in 3 main directions.

The first is to quit and enjoy the streamlining policy according to Decree 154/2025. Those who quit in the period from July 1, 2025 to before May 31, 2026 are still eligible for settlement benefits based on working time and age. In particular, people who reach retirement age or are receiving pensions are entitled to a one-time allowance equal to 15 months of current allowance.

The second is to continue to stay in the grassroots system for a short time. Many localities such as Hanoi and Ho Chi Minh City have guided the temporary arrangement of personnel to support work positions in new communes and wards or participate in positions in villages until the end of May 2026.

Third, more sustainable but limited in quantity, is considering receiving civil servants according to Decree 170/2025. The mandatory condition is that individuals must have at least 5 years of service, pay compulsory social insurance and have expertise suitable for the new job position.
