Tay Thang Long road project behind schedule, risk of traffic insecurity

The Tay Thang Long road project, the section passing through Dong Ngac ward, Hanoi, is behind schedule, causing people to live with dirt, pollution and posing a potential risk to traffic safety.

Dust and unsafe risks

Expected to become a vital traffic axis connecting the West of Hanoi, the Tay Thang Long road construction project (from Pham Van Dong Street to Van Tien Dung Street, Dong Ngac Ward, Hanoi) is still unfinished after many years of construction, affecting people's lives. Especially the people in Tru 2 village, Tang Thiet Giap collective, Pham Van Nghi street... where the project is under construction.

According to Lao Dong Newspaper, there are still many unfinished construction sections on Pham Van Nghi Street, with construction materials lying around, posing a potential risk to traffic safety, especially around the Tang Thiet Giap apartment complex and the People's Police Academy.

Construction materials and waste piled up near residential areas of residential group No. 2, Tru 2 village and Tang Thiet Giap apartment complex. In the middle of the construction site are temporary stalls, and garbage is dumped illegally along the road, making the area shabby and polluted.

Some internal roads were blocked, people had to go around in a bad roadbed. Many locations are only surrounded by rudimentary corrugated iron, damaged fences, and even deep holes appear. Meanwhile, the drainage ditch is not yet complete, the rocks and machinery are lying around, causing danger to travel.

According to Mr. Do Quang Trung, living in the Tang Thiet Giap apartment complex, for many years now, people in the area have had to live in pollution and unsafe traffic. It is muddy on rainy days, dusty on sunny days, many people have slipped and fallen.

Ms. Nguyen Minh Phuong, residing in residential group No. 3, Dong Ngac ward, said that the project has been under construction for 2-3 years and then it has not been completed, causing dust and making the shop unstable and making life difficult.

"We hope that the authorities will speed up the progress so that people can ensure and stabilize their lives," Ms. Phuong said indignantly.

Resettlement arrangements to remove bottlenecks

According to the Dong Ngac Ward Infrastructure - Investment Project Management Board, the project has a total investment of more than VND 2,344 billion, with implementation period from 2017 to 2025. Started on December 30, 2020, only about 55% of the volume has been completed, including drainage, technical ditches, trees, lighting, roadbed - surface - sidewalk items. Currently, the entire road surface is being paved with renewable asphalt concrete.

In the Nhue River bridge area, the construction unit has just deployed the right lane and 1 bridge span on the left side of the route, and is currently installing the M1 bridge abutment on the left side of the route. However, there are still 404 households that have not handed over the site, so many items cannot be implemented.

The construction process also raised a series of technical problems such as weak soil treatment and high-voltage power lines. The section from Km1+307 to Km2+340 has many muddy, waste-to-energy locations that are not suitable for embankment. Two technical cage locations with weak soil, one location through the gate of the People's Police Academy was eroded. The construction unit and design consultant had to propose adjustments to ensure the safety of neighboring works.

Meanwhile, the project to move the 110kV high-voltage power line has been completed, accepted and energized since January 2023, but has not yet been handed over due to site clearance problems.

According to Ms. Nguyen Thi Phuong Huyen - Deputy Director of the Dong Nga Ward Infrastructure - Investment Project Management Board, the key factor to remove the "bottleneck" in land is the resettlement land fund.

To implement this, the Hanoi People's Committee has directed relevant units to review land funds in 4 wards: Dong Ngac (1.48ha), Tay Tuu (2.1ha), Phu Dien (2.55ha), Thuong Cat (4.35ha). It is expected that by the end of 2025, when there is a resettlement land fund and the site handover, the problems will be basically resolved, and the project can be restarted from the beginning of 2026.

Local people expect that the authorities will soon remove difficulties so that the project can be completed and put into use, ending the dusty, polluted and inconvenient situation in daily life.
