The project to renovate and upgrade National Highway 28B is about 68km long, with a total investment of about VND1,400 billion.The project is represented by Project Management Board 5, Ministry of Construction.
The project started in April 2024, expected to be completed and put into use by the end of 2025.This traffic project connects National Highway 1A, Vinh Hao - Phan Thiet Expressway with National Highway 20, a route connecting the plateau with the entire sea of Lam Dong province.
However, the construction process has been slow in the past, with the risk of being behind schedule.

Regarding this issue, Lam Dong Department of Construction said that the authorities have handed over to the investor 62km/68km of site, the remaining 6km has not been handed over.The construction unit has paved 33km of road with asphalt concrete, and dozens of other kilometers have been granted gravel.
According to Lam Dong Department of Construction, the reason for the uncertain progress of the project is that the construction unit has not fully arranged machinery, equipment, and human resources.


According to the records, the construction unit carried out a series of items along the entire length of the route. However, most of the project items are unfinished, the road surface is bumpy, the rocks and soil are messy and dusty.


Currently, 6 locations on the project route are designed for overpass construction, but the contractor has not yet ensured the progress. This has seriously affected the completion of the road surface.
Mr. Tran Van Loc (Phan Son commune, Lam Dong) has a house in the site clearance area of the National Highway 28B Upgrade and Renovation Project, and has allocated land to the authorities to implement the project. The family really hopes that the construction unit will soon complete the project to ensure traffic, stabilize life and production.


According to Mr. Vo Ngoc Danh (ta Hine commune, Lam Dong), National Highway 28B is a vital traffic route but the construction unit is implementing it too slowly. During the rainy season, the road surface is covered with mud, and the embankment is dug up and unfinished, which is very dangerous. On sunny days, the dust carried up, making travel on the road extremely difficult.
At a recent meeting, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep requested units to resolve difficulties in site clearance for the remaining area in September. At the same time, investors and contractors are forced to overcome limitations and soon complete the constructed sections to put them into operation, avoiding affecting people's lives.
