The Hoang Sa - Doc Soi road project has a route length of 26.88 km with a total investment of VND 3,500 billion, of which the central budget is VND 1,300 billion and the provincial budget is VND 2,200 billion (from land use fee revenue), invested by the Quang Ngai Traffic Construction Investment Project Management Board. The implementation period is from 2022 to 2027. This is a key traffic project of Quang Ngai province.
According to the investor's report, the planned area of the main route is 172.16 hectares, passing through the following localities: Binh Son commune (35.51 ha), Van Tuong commune (22.52 ha), Dong Son commune (51.39 ha), Tho Phong commune (16.88 ha), Tinh Khe commune (19.21 ha) and Truong Quang Trong ward (26.64 ha). The project invests in the construction of 10 resettlement areas with 648 plots of land, 01 burial area; at the same time, using 25 plots of land in Lien Hiep I Resettlement Area (expanded), Truong Quang Trong Ward to arrange resettlement.

Regarding site clearance (GPMB) for the main route, up to now, 44 plans have been approved for 48.1/172.16 hectares, reaching 27.9%; more than 56/172.16 hectares, reaching 32.6%. Corresponding to the handed-over site, the construction value reached about 528/2,350 billion VND, equal to 22.5% of the construction volume.
The biggest difficulty at present is compensation and slow site clearance, the handover area to the construction unit is still small, not seamless, affecting the construction progress and capital disbursement.
At the end of August 2025, the leaders of the Provincial People's Committee requested the Provincial Land Fund Development Center and the People's Committees of relevant communes and wards to focus on coordination, speed up progress, and complete site clearance for agricultural and non-agricultural land areas. The Department of Agriculture and Rural Development and the Department of Finance urgently provide specific instructions on the plan to determine land prices for areas outside the planning, as well as mechanisms, policies, authority and responsibility in implementing land acquisition.
The leaders of the Provincial People's Committee also requested the People's Committees of communes and wards where the project passes through to promptly complete all documents and confirmation procedures so that the Provincial Land Fund Development Center can promptly publicly post, submit for appraisal and approve the compensation plan for the following installments.
For households that have not received money according to the approved compensation plan, the locality is required to continue to guide people to complete inheritance and authorization procedures to receive money; at the same time, promote propaganda, mobilization, and create consensus in handing over the site for investors to implement the project to ensure progress.
