Small payroll, many union members in the area
The working delegation of the Vietnam General Confederation of Labour led by Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, President of the Vietnam General Confederation of Labour - had a survey at Saigon Ward Trade Union, Ho Chi Minh City in the afternoon of April 1.
Also attending were Member of the Presidium, Head of the Labor Relations Department of the Vietnam General Confederation of Labour Tong Van Bang; Head of the Trade Union Affairs Department of the Vietnam General Confederation of Labour Nguyen Van Bac; officials of the Labor Relations Department, Trade Union Affairs Department of the Vietnam General Confederation of Labour and leaders of the Ho Chi Minh City Labor Federation.
Ms. Ho Nhu Cat Tuong - Chairwoman of Saigon Ward Trade Union - said that Saigon Ward Trade Union was established from July 1, 2025, with 3 staff members and is being decentralized to manage 955 grassroots trade unions with a number of 49,667 union members/55,761 workers.
Since its establishment, the labor relations situation in the area has been relatively stable, there have been no strikes, layoffs, or work stoppages, and no labor accidents have occurred.
The Saigon Ward Trade Union has coordinated with unit and business leaders to organize activities to care for union members and workers in difficult circumstances, thereby creating a connection between employers and employees. The Trade Union has established 30 new grassroots trade unions, developing 1,357 union members.
The Saigon Ward Trade Union has focused and directed the statistical review of the signing of collective labor agreements of enterprises. In general, the collective labor agreements built have many advantages for workers according to the provisions of law.

Representatives of the Saigon Ward Trade Union also raised some difficulties and obstacles in practice such as limited staffing, while the number of grassroots trade unions and union members in the area is large, trade union officials have not been trained and fostered to fully meet the requirements of tasks in the new situation, the regime and policies on salaries and allowances for ward trade union officials are still low, not creating long-term motivation...
Linking the emulation "Good Labor, Creative Labor" with improving labor productivity
Speaking to orient at the survey, Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan said that after implementing the arrangement of the organizational structure, implementing the two-level local government model, there have been major changes in the organization and activities of trade unions.
Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan recalled the functions of trade union organizations stipulated in the Constitution and law, and at the same time requested to clarify whether in the past time, ward trade unions have performed all functions in accordance with regulations correctly and fully.
Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan also mentioned a number of policies, activities orientation and organizational structure of trade union organizations in the coming time, in which he emphasized the organization of the emulation movement "Good Labor, Creative Labor" associated with improving labor productivity and good income for workers.

According to Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan, the survey aims to grasp the practical activities of trade union organizations, including commune and ward trade unions, to prepare for the upcoming 14th Congress of the Vietnam Trade Union.
At the working session, representatives of the Labor Relations Departments and the Trade Union Affairs Department of the Vietnam General Confederation of Labor also exchanged and answered some difficulties in ward trade union activities.
