Phuoc Kien multi-billion VND underpass project still entangled in 3 cases of land not yet handed over

Ho Chi Minh City - After more than 1 year of starting the Phuoc Kien five-way underpass project, there are still 3 cases that have not dismantled the works and handed over the clean site.

The Phuoc Kien five-way underpass project (crossing National Highway 13 section through old Binh Duong province) was approved with a total investment of 1,050 billion VND. Of which, construction and installation costs are about 424 billion VND, site clearance costs are about 448 billion VND, and the rest are other costs.

Currently, the work of land recovery notification, measurement, and inventory has reached 100%. There are 154 cases that need land recovery compensation.

Real-world records on Huynh Van Cu street, in the direction from Phu Cuong bridge to National Highway 13, most cases have dismantled fences and infrastructure on land and handed over the site to the construction unit.

The ground at many locations has been cleared, creating conditions for units to deploy items of the underpass project. However, up to now, there are still 3 cases (with a frontage width of about 30 m) that have not been dismantled for construction units. Among them, there are 2 public headquarters.

In an exchange with a reporter from Lao Dong Newspaper, the Ho Chi Minh City Traffic Construction Investment Project Management Board (abbreviated as Ho Chi Minh City Traffic Management Board) said that a headquarters, the Community Learning Center, has been assigned by the People's Committee of Thu Dau Mot Ward to the Thu Dau Mot Ward Construction Investment Project Management Board for management and implementation of asset liquidation procedures. This headquarters will hand over the site as soon as possible to the Ho Chi Minh City Traffic Management Board to implement the project.

Another public headquarters of Hiep Thanh Ward Police (Thu Dau Mot city, former Binh Duong province). Currently, the Ho Chi Minh City Traffic Board is implementing an official dispatch to exchange with the Ho Chi Minh City Police to hand over the site for project implementation.

The remaining case is also being resolved for site recovery.

Regarding the traffic situation, because this area is an important intersection in the North of Ho Chi Minh City, it receives a large volume of vehicles. During peak hours, congestion on Huynh Van Cu street still occurs. Cars circulate almost all lanes, and motorbikes only have a small space left to circulate, so it poses many risks of accidents.

People expect the Ho Chi Minh City Traffic Board to continue to accelerate progress, soon complete the project, contributing to reducing congestion, increasing traffic connectivity and helping people move safely through here.

The Phuoc Kien five-way underpass project was started in August 2025. After a period of preparing the ground and conditions, construction will begin in March 2026.

The Ho Chi Minh City Transport Board said that it has requested to organize construction with the motto "clean ground, clean place". Currently, the construction site is maintaining the continuous pace of the main construction fronts including: pumping station items, Pham Ngoc Thach section and Huynh Van Cu section. At the same time, arrange a land gathering yard for surplus excavated land from the project.

It is known that the underpass will be built from Pham Ngoc Thach street across National Highway 13 to Huynh Van Cu street. The underpass project builds a reinforced concrete underpass with a vertical clearance of 5 m. The length of the closed underpass is about 630 m, scale of 4 lanes, width of 22.4 m. The designed speed for the underpass is 40 km/h. On Huynh Van Cu street, a 230 m long access road to the underpass is built.
