The project to improve the drainage system in the western part of the city, focusing on Yen Nghia drainage pumping station and La Khe canal, has a total investment of more than 4,722 billion VND. Although the key construction cluster has been completed and put into operation since January 2020, the La Khe canal section serving water supply for the pumping station has not been completed.
Faced with this situation, on April 18, Hanoi Party Secretary Tran Duc Thang inspected the construction site of the La Khe canal project.
The Secretary of the City Party Committee emphasized that the renovation and embellishment of the La Khe canal is not only a technical task but also a political task, related to people's trust in the local government.
Secretary of the City Party Committee Tran Duc Thang requested Ha Dong ward and the Project Management Board to clearly report on the current pollution situation, direct discharge points into the canal, cases of encroachment on corridors, illegal construction, to develop a thorough handling plan, with a roadmap and specific steps. Violations must be inspected, dossiers are prepared and strictly handled. For water canal construction packages, they must be completed before April 30 to ensure stable drainage to Yen Nghia Pumping Station; before June 30, the landscape item must be completed.
Although the deadline has passed nearly 2 weeks, according to reporters' records in Ngo Quyen street area (Ha Dong ward), the La Khe water canal is still in a state of messy construction, many items have not been completed. Along the canal line, dense mud and soil still appear, large soil piles lying across the flow.
At some locations, excavators are still operating under the canal to dig and transport sludge. Workers are still constructing structure items under the canal, showing that the project still has many unfinished parts.
Not only under the canal bed, many sections along the route have also not completed technical infrastructure. The temporary road serving construction is bumpy, covered with dust and construction materials. People when traveling through the area have to move close to the edge of the construction site while trucks and excavators operate continuously.
During rush hour, many vehicles have to weave through narrow road sections next to the construction site. On sunny days, dust from the construction area flies everywhere.
Ms. Hoang Hanh (Ha Dong ward) said that during rush hour, congestion often occurs in the canal area because the road surface is narrowed to serve construction. Trucks and excavators operating continuously also make many people worried about the risk of traffic unsafety.
Every time I pass through this section, I have to go very slowly because the road is narrow and there are many construction vehicles coming in and out. On sunny days, dust flies everywhere, and on rainy days, the road is slippery due to the mud of the construction site" - Ms. Hanh said.
Meanwhile, Mr. Nguyen Cuu (Ha Dong ward) said that he and many households living along the canal line hope that the project will be completed soon to stabilize the living environment and improve the urban landscape. Prolonged construction not only causes dust and noise but also affects business, travel and daily life of people here.
