The Ministry of Agriculture and Environment is consulting the community on the Environmental Impact Assessment Report of the Coc Re 2 Hydropower Plant Construction Investment Project in Trung Thinh Commune, Xin Man, Tuyen Quang Province, invested by Coc Re Hydropower Joint Stock Company. The project has a total investment of over 193 billion VND, using 24.8 hectares of land.
The project was approved by the Ministry of Industry and Trade to supplement the medium and small hydropower plan in Ha Giang province (old), now Tuyen Quang province. The project is included in the network development plan of the old Ha Giang province for the period 2021-2030, with a vision to 2025.
The newly invested Coc Re 2 hydropower project with an installed capacity of 5.5MW, an average electricity of 19.01 million kWh is located in the Ta Nam Lu - Na Tuong - Ta Lai stream basin in the Chay river system.
The Coc Re 2 hydropower plant is expected to be built as the second steps on Ta Nam Lu stream and Na Tuong stream. The upstream of the Coc Re 2 hydropower project is the area planned to build the Coc Re 1 hydropower plant with a capacity of 4.5MW.
The river flows downstream of the Coc Re 2 hydropower plant. According to the approved plan, there are 5 hydropower projects in the upstream of the Chay River.
The project's plant location will be about 1.6km from Song Chay 5 hydropower plant, 1.2km from the nearest residential area and 20km from Xin Man Commune People's Committee. The forest ecosystem in the project area is mainly land for production forests, without rare plants and animals.
The environmental impact assessment report reflects that the Coc Re 2 hydropower project is a dam-style hydropower project combined with a spillway, using a transformer tank and a water supply using a pressure pipe leading to an open- pitch plant with a capacity of 5.5MW including two turbine units.
The project will prevent Ta Nam Lu stream from forming a reservoir with a total capacity of 9,000m3, a useful capacity of 4,000m3. The elevation of the dam peak is 513m.
Previously, Lao Dong Newspaper reported on the environmental impacts and lives of dozens of households in Tung Ba Commune (Tuyen Quang Province) during the construction of the Ban Kieng hydropower project.
According to local people, the construction of this hydropower project has seriously affected the people's domestic and production water sources. In addition, landslides from the project have also made people worried and insecure.
The Ban Kieng hydropower project is invested by Ton Tho Agricultural Lam Construction Investment Joint Stock Company, with an installed capacity of 3.6MW, started construction around 2005, expected to generate electricity in the first quarter of 2009. However, after nearly 20 years of unfinished work, this hydropower project has not been completed.
