The time when storm No. 11 Matmo entered the Gulf of Tonkin, then made landfall, was approaching. This afternoon, October 5, Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting, Department of Hydro-Meteorology provided the latest information on the storm.
The strongest wind time from tonight to tomorrow afternoon is October 6
Mr. Mai Van Khiem, please tell us the time and area of storm No. 11 Matmo?
- This afternoon, October 5, storm No. 11 is east of the Lusi Peninsula (China) and is still more than 300km from Mong Cai (Quang Ninh, Vietnam) with a speed of about 25km/h moving west-northwest. The intensity of storm No. 11 is at the end of level 12, early level 13 - this is the time when the storm is reaching its strongest intensity.
Our forecast is that this evening, October 5, the storm will cross Zhou Island (China) and enter the Gulf of Tonkin. Intensity when entering the Gulf of Tonkin is level 12, gust level 15.
The next direction of this storm when entering the Gulf of Tonkin will go along the northern coast of the Gulf of Tonkin and make landfall between Quang Ninh province (Vietnam) and Guangxi province (China) around midnight tonight, early tomorrow morning, October 6.

With such direction and speed, when is the forecast for the key area to be the peak period of strong winds, sir?
- With such a forecast of direction and speed, the strongest wind in the Gulf of Tonkin will be level 12, gusting to level 15. The special island areas of Bach Long Vy, Van Don, Co To, Cat Hai and Hon Dau island have strong winds and big waves that need to be paid close attention to. Ship operations and aquaculture areas in Quang Ninh, Hai Phong, and Hung Yen need to be prevented from being affected by strong winds and large waves.
On land, we are currently assessing that the coastal areas of Quang Ninh and the north of Hai Phong city are affected by strong winds of level 9 - 10, gusting to level 12 - 13. Strong winds of level 8 may also extend to the Lang Son area, especially the commune bordering Vietnam - China. Deep inland, the Northeast region may be subject to strong winds of level 6 - 7, gusting to level 8 - 9. Due to the relatively wide circulation of storm No. 11, the forecast time of strongest winds on land is from tonight to tomorrow afternoon, October 6.
Heavy rain mainly in the midlands and northern mountainous areas, some places over 400mm
Regarding the situation of heavy rain, when is the forecast for storm No. 11 to cause rain and which areas are the focus, sir?
- The next impacts need to be noted for the widespread heavy rain in the Northern region from the night of October 5 to the end of the night of October 7. The focus is on the midlands and northern mountainous areas. Rainfall is generally from 150 - 250mm, locally over 400mm in the area from Quang Ninh, Lang Son to Tuyen Quang, Lao Cai, Cao Bang... In the Northern Delta, the common rainfall is 70 - 150mm, locally over 200mm.
After the mountainous and midland areas of the North have just experienced a prolonged period of rain due to storm No. 10 Bualoi, what dangerous natural disasters can heavy rain due to storm No. 11 bring about, sir?
- With such a large amount of rain, it is considered that the risk of being extremely cautious can cause a major flood in the river system in the North to rise to alert level 2, alert level 3, and some places above alert level 3. At the same time, flood flow to reservoirs may increase due to the impact of storm No. 11, it should be noted from October 6 to 9, especially in the northern reservoirs such as Thac Ba Lake, Tuyen Quang Lake, Hoa Binh Lake...
Another issue that needs to be paid close attention to is the risk of flash floods and landslides. We all know that storm No. 10 Bualoi also caused a very heavy rain in the midlands and northern mountainous areas with rainfall of up to 200 - 300mm. Most areas have saturated soil moisture, flooded soil, many places have experienced landslides; there is a potential risk of flow congestion after the recent heavy rain.
In the coming rain, the risk of flash floods on rivers and streams, landslides on hillsides in the midlands and northern mountainous areas is very high. Propose that local authorities have solutions to respond and review flooded areas before this afternoon when storm No. 11 has not directly caused rain. If risks are detected, they can be promptly notified for timely response and evacuation.
Sincerely thank you!
